摘要
农村、农民、农业问题已经伴随中国走过了漫长的 2000 多年历程,但是,在
漫长的封建社会,农业始终没有走出长久停滞的局面,农民始终没有改变被奴役的
悲惨命运,农村始终没有走出边缘化搁置困境。
社会主义制度的建立为彻底扭转农村、农民、农业的不利地位提供了制度保证。
从以毛泽东为首的中国共产党第一代领导集体开始,建设社会主义新农村就已经成
为我党的一致目标和共同追求。以邓小平为首的第二代领导集体乃至当代,都继承
第一代领导集体的根本精神和优良传统,将破解农村困境作为工作的主要目标。他
们从不同的角度和方面为建设社会主义新农村而进行积极探索,并都取得了辉煌成
就。但是,因为农村、农业、农民的特殊性,以及这个问题的长久积淀,使得农村
状况的根本改变绝非朝夕之功,而是长久之计,当今新农村建设还面临很多问题亟
待解决,这些已经成为制约当代新农村建设的重大瓶颈。
社会主义新农村的建设有很多途径,但从思想政治教育视角切入来建设新农村
却是整体提升新农村建设的极为有效的路径之一。新农村建设,科学的思想政治教
育观念先行、把更新农民思想观念当成第一要务、以先进的思想政治观念统领乡镇
企业文化、着力培养高素质的思想政治教育人才队伍是建设新农村的重要举措。

Abstract
Rural areas and farmers, agriculture problem has been panying China'e
a long journey, but more than 2000 years, in long feudal society, agricultural never out of
long stagnation situation, farmers still there is no change enslaved the tragic fate of the
countryside, never out of marginalization.
The socialist system establishment for flipping countryside and farmers, agricultural
disadvantageous position provides the system guarantee. From the munist
party led by MAO zedong, the first generation of collective leadership starts, it has put
the construction of socialist new countryside will e our party's consistent goal and
common pursuit. Led by deng xiaoping, the second generation of the collective
leadership and contemporary, inheriting the first generation of the collective leadership
of the fundamental spirit and the fine tradition and will crack rural predicament as work
main goal. They from different angles and aspects for building new socialist rural areas
and an active exploration, and have made brilliant achievements. But, because the
