摘要
投资决策实际上就是一种风险行为,为了充分考虑项目外部条件的变化对项目经济效益的影响,为了提高投资决策的水平和保证投资决策的科学性、准确性,有必要在确定性经济评价的基础上,对项目,尤其是大中型投资项目,进行不确定性和风险分析。由于不确定因素变化对项目投资效益影响程度的分析与计算。通过该分析可以尽量弄清和减少不确定性因素对经济效益的影响,预测项目投资对某些不可预见的政治与经济风险的抗冲击能力,从而证明项目投资的可靠性和稳定性,避免投产后不能获得预期的利润和收益,以致使企业亏损。不确定性分析所作出的比较可靠、接近客观实际的估计或预测,将对决策者和未来的经营者具有十分重要的参考价值。

Abstract
 The investment decision is actually a kind of risk behavior, in order to fully consider the project changes in external conditions for the economic benefits of project influence, in order to improve the investment decision-making level and ensure the scientific nature of the investment decision-making, accuracy, it is necessary to definite economic evaluation based on, on project, especially large and medium-sized project investment, uncertainty and risk analysis. Because of the uncertain factors on the project investment benefit analysis of the degree of influence and calculation. Through the analysis to identify and reduce the uncertainty factors influence to economic benefits, the estimated investment of some unforeseen political and economic risk impact resistance capability, so as to prove the reliability and stability of the project investment, avoid operation cannot get the expected profit and the e, so that the loss of enterprise. Uncertainty analysis made by more reliable, actual estimates or projections, the decision makers and the prospective operator has very important reference value.

不确定性分析和风险分析概述
无论是企业财务经济评价还是国民经济评价,都是建立在对未来项目投资、成本及收益的预测和估算的基础上进行的,并假定计算期、利率、税率等参数确定不变。可是,现实的投资活动会因诸多因素的变化而与预测结论相偏离,例如国内外经济、政治、文化等方面的变化,都有可能对投资活动的市场条件产生深刻的影响,从而改变项目的效益或成本条件,导致投资项目的经济效益受到损失。实际情况与预测结论有差异是绝对存在的普遍现象,因此,投资决策实际上是一种风险行为。
任何的投资决策都是有限性条件下的经济行为,也就是说,投资主体进行的决策,是在他当时的条件下进行和所知的可能选择方案中,与其决策目标一致的最佳选择。然而,当一些条件,如投资额、原材料价格、产品价格等发生变化时,那么,原来最佳的选择就不再是最佳的了,甚至还有可能导致经济利益的损失。因此,为了充分考虑项目
