摘要
战略管理作为企业应对变化的不确定性、动态性、复杂性愈加重要,财务管
理是企业管理中的核心部分,财务管理的目标是企业管理通过理财活动,优化财
务行为所希望实现的结果,是评价企业理财活动是否合理的基本标准。研究财务
管理对企业战略管理的影响,无论在理论或实务上都有重要的意义。
近年来,我国中小民营企业迅速发展、壮大,但在中小民营企业发展中应看
到,只有少数企业能完成原始积累,发展为规模大、管理规范、资本雄厚、市场
竞争力强的大企业,相当一部分中小民营企业处在“高出生与高死亡率”的状
态,影响中小企业发展的因素很多,其中企业管理和企业财务管理是影响发展的
主要内部因素。中小民营企业发展战略应如何选择成了不少学者都在研究的课
题。本文选择了在众多影响中小民营企业发展战略要素中的财务管理作为切入
点,研究财务管理对中小民营企业发展战略的影响,分析中小民营企业管理模式
和财务管理目标,探索两者之间的联系,有助于提高企业管理水平,促进企业实
现财务目标最大化。
本文从理论上进行规范研究,结合中小民营企业现状,通过对问卷调查结果
进行综合分析、探讨中小民营企业在既定条件下,应优先开发哪些财务功能,以
支撑民营企业战略目标的实现。
论文分为三部分。第一部分,对中小民营企业的发展轨迹和中小民营企业战
略进行了较系统的分析,根据研究方法结合实践和理论基础进行了剖析、归纳,
提出了本文的研究框架和财务管理支撑的观点;第二部分,通过对战略管理理论
的论述,中小民营企业目标的确定以及影响财务战略因素的整理、提炼,采用了
德尔菲问卷调查分析、定性与定量分析相结合等方法,总结出中小民营企业财务
管理的三大支撑;第三部分,提出本文的成果和未来的发展展望。

ABSTRACT
Strategic management is getting more and more important for the enterprise to
treat the uncertainty, dynamic property plexity of change. Financial
management is the hardcore of enterprise management, the objective of which is to
optimize the actions of financial affairs and obtain the result as what expected to
implement by financing activities of the enterprise, and is also a basic standard to
evaluate whether the financing activities of the enterprise are reasonable. The study on
the management of financial affairs affects the strategic management of the enterprise
and is significant theoretically and practically.
Medium and small sized private enterprises of our country have developed
