电力市场环境下实施需求侧管理的激励机制研究

摘要
电力需求侧管理(DSM)是电力工业实践科学发展观的重要举措,它通过一
定的激励去引导电力用户合理用电,提高能源利用效率,实现电力和电量的节约,
改善和保护环境,达到电力资源的优化配置。有效的电力需求侧管理,不仅可以大
大缓解当前电力供应不足的局面,更是经济可持续发展的必然要求。
传统上,电力需求侧管理是由垂直一体化的电力公司来实施的,但电力工业
的市场化改革改变了这一局面。改革后,电网公司成为电力需求侧管理的实施主
体。同时改革也对原有的 DSM 的收益分配机制产生影响。而正是收益分配的变化
影响了电网公司利润最大化目标的实现,从而限制了电网公司实施电力 DSM 的积
极性。因而有必要对市场环境下实施电力需求侧管理进行分析,研究制约电网公
司实施电力需求侧管理的主要因素,以期通过一定的激励来促进电力 DSM 实施。
论文结合中国电力市场化改革的实际,从体制、电力用户和实施主体三个角
度分析市场化改革与电力 DSM 实施的关系,重点研究 DSM 收益分配的变化给电
网公司实施电力 DSM 的负面影响。论文还详细研究国外促进电力 DSM 实施的各
项机制,重点分析收入上限机制和股东激励机制,并对收入与售电量分离机制及
节电收益共享机制做了案例分析。论文还运用委托代理理论和新规制经济学,以
规制者为委托人,电网公司为代理人,对给予电网公司的激励进行模型化分析,
指出对电网公司实施 DSM 的激励同样也涉及到激励强度和抽租的权衡,不对称信
息降低了电网公司的努力水平。这些研究为政府制定电力需求侧管理的相关激励
政策具有一定的现实意义和理论意义。

ABSTRACT
Demand side management (DSM) is an important action of practising the scientific
development concept of power industry .It leads power consumers to use the electricity
rationally by some incentives, which would improve the energy efficiency, realize the
saving of electricity and electric consumption, improve and protect the environment ,
and realize the efficient allocation of the electric power resource. The effective
implement of power demand side management can alleviate greatly the shortage of
power supply in these days, and it is necessary for sustainable development of national
economy.
Traditionally, DSM is implemented by vertical integrated electric utilities, but the
market reform of power industry has changed this situation. After the reform, the power
panies e the implementer of DSM. At the same time the reform also has
an influence on the allocation mechanism of DSM’benefits. And the change of the
allocation mechanism impacts the realization of the profit maximization goal of power
