基于土地流转的水库移民补偿安置模式研究

内容摘要

水利水电工程的建设自始以来都是重工程轻移民。但是随着经济发展,世界各国
水电项目如雨后春笋般上马,移民问题成了似乎比水电站建设更为引人关注、影响巨
大的社会事件。移民的合理补偿和妥善安置并非仅仅是依靠资金投入予以解决的。开
发性移民政策亟需更加成熟的理论支持而非常识经验。
本文根据笔者的研究及实践活动,提出解决移民问题的关键在于移民土地的合理
补偿及配置,从而把土地的价值衡量及土地的科学流转作为研究的课题。论文的主要
内容及创新成果如下:
首先,分析当前移民补偿安置的特点,提出解决移民问题的关键在于移民土地的
科学补偿及配置。
然后,分析土地价值问题,对土地资源价值进行科学评估。土地价值问题是移民
补偿安置的核心所在,是进行土地科学流转的基础。本文基于经济学的视角,采用土
地经济学等相关理论,分析衡量土地的价值,提出土地评定的相关原则和方法。这是
本文开展研究的基础和重点。
最后,提出以土地流转作为基础的水库移民补偿安置模式。在进行土地价值评定
后,把移民土地作为连接移民与水电项目之间的纽带,移民与水电项目同发展,共繁
荣,从而完善移民补偿安置模式。首先,分析以移民土地进行科学流转的可行性和必
要性;其次,研究流转的具体措施和途径;最后,探索保证土地科学流转的政策环境
和社会环境。
此外,论文的科学性需要有理论的支持。针对移民土地价值评定具有较大的综合
性,本文增加了土地经济学、系统工程等方面的理论,为本文的顺利开展提供了理论
基础。

Abstract

The construction of hydroelectric project has been attaching more importance to
engineering but less to immigrants since the beginning. With the development of economy,
hydroelectric project have sprung up all over the world, and immigration seems to be a
social event that attracts more attention than hydropower station construction. Reasonable
compensation and proper placement of immigrants could not be resolved only by capital
investment. Immigration policy cries for more mature theoretical support rather than
common experience.
According to the author's research and practice, pensation and
configuration of lands for immigrants should be the crux of the immigration problem, so
the value and scientific circulation of the land is the subject of this article. Main content
and innovation achievements is listed as follows:
First of all, the characteristics pensation and resettlement for immigrants is
analyzed, and pensation and configuration of lands for immigrants is put
forward as the key of the immigration problem.
Then, the land value is analyzed and evaluated. The land value is the core of
compensation and resettlement for im
