大型公益建设项目代建管理流程优化研究

摘要

公益建设项目就是指为了追求社会公益目的而由政府出资的非经营性建设项目。我国
的公益建设项目,以前一直沿用的传统是采用由业主“自建”,由业主担任项目管理机构。
随着这种传统作法中隐藏的问题逐渐暴露,“代建制”已经被各地政府陆续推广使用。但
是,因为代建制在我国目前来说,还只是一个新兴的建设模式,大多数代建企业并没有完
全充足的经验来顺利完成其所接手的代建项目。因此,进行代建制的进一步研究,推进代
建制的完善和发展已经成为大型公益项目投资领域的重要议题。
本论文首先介绍了研究的背景意义和研究现状并对关于大型公益建设项目代建管理
的理论做了整体论述,其中包括代建制概念、各方职责以及现存问题等,为下文的开展做
好铺垫。随后,文章整体围绕代建管理中的组织、业务流程和资料管理来开展,建立了关
于代建管理的三维模型。论述了在代建管理过程中会涉及到的工作内容,梳理并分析了代
建管理流程中涉及到的关于这三个方面的现状和问题。然后,提出了用流程管理的思想来
优化组织结构,将“知识建模法”应用于流程管理思想中,用“知识建模法”对代建业务
流程中的重点问题建立了优化模型并用知识整合的方法将全文联系成一个整体,使文章整
体性更强,更连贯,连结成一个完整的关于代建管理流程优化的知识体系,形成了一套完
整的可以用来指导实际代建项目的代建管理模板。最后,结合实际案例指出代建制在应用
过程中实际存在的问题并提出改进建议。

OPTIMIZATION STUDY ON AGENT CONSTRUCTION MANAGEMENT PROCESS OF
LARGE-SCALE PUBLIC CONSTRUCTION PROJECT

ABSTRACT

Public construction projects are in order to pursue social welfare and are funded by
government, which are mercial projects. Our country’s public construction projects had
been constructed by the owners, who are as the project anization. With
problems hidden in this traditional approach gradual exposure, "Agent" has been promoting by
local governments in ession. However, because the agent system in our country, now, only
is a new construction model, most of the agent panies don’t have fully
sufficient experience to take over the project to plete its construction projects.
Therefore, do further study about the agent system, promote agent construction’s improvement
and development in the large-scale public investment projects have e an important topic
area.
This paper first describes the background, significance and status, then, discusses the
theory of the large-scale public investment construction projects, including the agent system
