行政信息管理理论视域下的我国政府信息公开研究

摘要
政府信息公开是政府适应信息时代发展的必然结果,我国的政府信息公开经过二十多年
的发展,取得了一定的成绩,但同时也暴露出很多的问题。很多学者对该领域进行了研究,
但多侧重于某个角度的研究,如信息公开技术或某个制度层面。在对其他学者的研究成果进
行梳理的基础上,笔者选择了一种系统的视域——行政信息管理理论视域,从一种宏观的角
度更全面、更深层次地探讨我国信息公开中存在的问题并提出相应的对策建议。
在充分搜集相关资料的基础上,笔者首先对我国政府信息公开的现状进行了总结,根据
相关的统计数据,提出我国政府信息公开存在的问题。其次在介绍行政信息相关理论的基础
上,分析行政信息管理与政府信息公开的关系:信息公开是行政信息管理的重要内容之一,
行政信息管理是推动政府信息公开的根本。之后用行政信息管理相关理论来探析导致我国政
府信息公开存在问题的原因:我国行政信息管理制度,包括法律规范、体制建设、主体制度、
平台建设都不完善。最后提出解决问题的建议:完善行政信息管理法律制度、改革行政信息
管理模式、构建行政 CIO 体制、完善电子政务平台建设。其中,在改革行政信息管理模式
中,引入了当今一系列系统理论的新秀“混沌理论”。

行政信息管理理论视域下我国政府信息公开研究
Abstract
Government information disclosure is an inevitable result for the government to adjust the
information age. After more than 20 years of development, our government achieved some

esses, but also showed a lot of problems. Many scholars have studied the field, but most of

them emphasis on a certain angle, such as information disclosure technology or a system. On the

basis of other academic research, I chose a system domain-the information management theory, to
analyze the problems and offer prehensively and deeply with a macroscopic
perspective.
On the basis of gathering relevant information, firstly, I summarize the present information of
our government information disclosure, according to relevant statistics, propose the problems.
Secondly, introduce the relevant information of the public information management and analyze

the relations of the government information disclosure and information management. Then I
analyze the reasons of government information disclosure problems. Finally I offer suggestions:
improving the system, reforming the information management, building the CIO system,
improving the construction of the platform. In the reform of the information management, I
