摘要
备品备件不是中间产品,也不是销售给客户的最终产品,它的管理策略不同于
原材料、半成品和成品。备品备件库存管理是企业库存管理和资产管理的一部分,
它是用来支持企业设备维护保养、设备改造,并为企业新建生产设施的成功投产及
现有设施的顺利运行提供保障。备品备件库存的作用是协助维护人员保持设备处于
良好的运作状态。对于石化以及其它资产密集型企业来说,良好的备品备件库存管
理将确保设备的正常运行、降低成本、减少停机损失及提高利润。A公司是一家新
运营的石化联合工厂,它通过应用最佳业务实践,采用了 S 公司成熟的、先进的备
品备件库存管理体系,并使用了 SAP 企业资源管理信息系统来管理备品备件和企业
的其它业务。本文研究了 A公司备品备件库存管理的业务流程、备品备件的分类管
理、项目阶段的备品备件管理、备品备件物料需求计划、库存盘点、备品备件库存
管理信息化等。本文还以 2006 年 8 月份的数据对 A公司的备品备件库存管理绩效
进行了测量,并与行业内最佳绩效和 A公司 2007 年新目标作了比较。基于 A公司
当前的备品备件库存管理现状,本文分析了库存管理存在的问题及其产生的具体原
因,提出了改进 A公司备品备件库存管理的建议与对策。同时,本文也指出了备品
备件库存管理的改进工作应当是一个持续的不断前进的过程。本文将有助于 A公司
进一步改进其备品备件库存管理系统,提高 A公司库存管理绩效,同时也可以供其
它石油化工企业或资产密集型企业参考。

Abstract
Spare parts are not intermediate or final products to be sold to a customer, and the
policies that govern spare parts inventory are different from those that govern raw material,
semi-finished goods and finished goods. As a part of pany’s inventory and asset
management, the spare parts inventory management supports the equipment maintenance
and plant alteration. It also ensures the essful start-up of pany’s new facility
and the smooth operation of the existed plant. The function of spare parts inventory is to
assist a maintenance staff in keeping equipment in a good operating condition. For the
petrochemical and other capital centralized industries, a good spare parts inventory
management system will ensure the smooth operation of equipment, reduce costs, lower
line down lost and increase operating profit. Company A is a newly operated
plex. It adopted the experienced and advanced spare parts inventory
management system pany S by applying the best practice. It also uses SAP
management information system to manage the spare parts and other business of the
