摘要
由于报业集团在中国产生、发展的背景和西方不尽相同,中国报业集团的发展
走的是有中国特色的道路。中国的报业集团,是在市场和政府双重作用下诞生的,
所以一开始就具有事业和企业双重性质、政治和经济双重功能,与西方发达国家的
报业集团相比,存在着报业性质模糊、产品结构不合理、内部管理不完善等问题。
中国加入 WTO、网络媒体的兴起等内外部环境的变化,对我国报业集团的发展提供
了机遇和挑战。中国的报业集团如果不进一步创新管理制度,将难有重大突破。
报业集团管理制度的创新,是解决集团存在各种问题的根本措施。首先,要解
决报业集团兼有事业属性和企业属性的问题,形成宣传经营两分开的管理体制,即
按照“报纸宣传与经营业务分开,新闻采编队伍与经营管理队伍分开”的原则进行
体制改革,建立现代企业制度;其次,根据国内报业集团的实际情况,从完善内控
制度、业绩考核制度、激励制度等方面来加强内部管理创新。湖北日报报业集团作
为湖北省首家报业集团,同样存在着改革不够彻底、组织机构制度建设不完善、基
础管理体制不健全、激励机制效果不明显等问题。只有通过企业制度、组织结构、
基础管理等管理制度的创新,通过规模化、集约化等手段,才能不断提升湖北日报
报业集团的竞争力,壮大集团经济的实力。

Abstract
The newspaper group of China is very different from that of the west in creation and
in development, so the development route of Chinese newspaper group is Chinese special.
The newspaper groups in China were emerged by both the market and the government. It
has a dual property of the public institution and business enterprise from the very
beginning. The main problems about Chinese newspaper group include that its attribute is
fuzzy, the construct of product is not reasonable, and management system is plete.
The inside and outside environment is changed, as China entering WTO and the rise
of the forth medium. Both the opportunity and challenge are faced in front of the Chinese
newspaper group. The group will not develop healthy without innovating the management
system.
Innovation of the management system is the basic measure that resolves existing
various problems. Firstly, the problem that the dual property of the public institution and
business enterprise of the newspaper group, is analyzed, by disjoining the propagandizer
and business, in order to rebuild the modern corporation system. Secondly, we can
strengthen the inner part management innovation, by consummating the interior control
system, the assess system and the inspirit system. H
