摘要

在各个国家经济发展过程中中小企业在许多方面都发挥着大企业所难以替
代的作用但是随着竞争的日益激烈中小企业自身的一些缺陷也日益显现本
文分三章第一章首先从缓解就业矛盾促进产业结构调整加大创新力度三个
方面介绍了我国发展中小企业的战略意义第二章介绍了日美英三国发展中
小企业的经验并对它们的经验进行了总结,第一要为中小企业的发展创造适当的
法律环境第二应在税收资金等方面支持中小企业的发展第三设立有效地协
调处理中小企业问题的专门机构第四建立完善的创新机制第五走产业集聚的
高效率的新型工业化道路第三章共有两节第一节介绍了制约中小企业发展的
因素这些因素包括观念政策和法律资金中小企业职能部门不完善缺少
技术人才等第二节从八个方面介绍了政府支持体系的构建第一建立和健全中
小企业的行政管理机构第二进一步健全中小企业的法律支持体系第三建立和
健全中小企业的信息服务体系第四完善信用担保体系为中小企业提供多元化
融资渠道第五健全中小企业社会化服务体系第八走中国特色的产业集聚化的
产业发展道路

Abstract

Abstract

In the course of each national economic development, medium―small enterprises
play an important role which big enterprises cannot substitute in many sides. Some
disadvantages gradually appear with the petition day by day. This paper
contains three chapters. Chapter one talks about the strategic meanings of developing
medium —small enterprise, which includes alleviating and obtaining employment,
promoting industrial structure adjustment and strengthening innovative dynamics.
Chapter two introduces the main experiences of Japan America and England, and also
summarizes their experiences. Chapter three contains two parts, Part one introduces the
factors that restrict the development of medium —small enterprises, and these factors
contains idea, policy, law, capital, imperfection of functional department, lacking
technician and so on. Part two introduces the construction of the supporting system by
government from eight sides, and it includes building and perfecting administrative
anization of medium―small enterprises, perfecting the supporting
system by law, building and perfecting service system of information, perfecting credit
assuring system and offering polyhydric financing channel, perfecting social service
system of medium —small by favorable policy, supporting the technological innovation,
and developing the way of distinct
