中等职业学校人力资源管理问题研究

摘要
经济的发展需要中等职业学校为社会培养更多的技能人才。但是,目前中等职业
学校的发展还满足不了社会的需要。人力资源管理的弱势成为制约中等职业学校发展
的一个重要因素。本文希望能在一定程度上解决这一领域的问题。本文用文献资料、
访谈、问卷调查、实证研究和数据统计等方法对这一问题进行研究。根据中等职业学
校人力资源管理中的问题所提出的对策和建议是本文的重点。本文的理论基础是“以
人为本”和“激励理论”。中等职业学校学校必须紧紧依靠广大教职工,必须将教职
工个人的发展目标与学校发展的愿景统一起来,必须将学校的发展成果惠及广大教职
工。人才管理的核心是激励。马斯洛的需要层次论、赫茨伯格的双因素理论和麦克利
兰的成就需要论是很重要的激励理论。北京市中等职业学校的人力资源管理中大体存
在着以下问题:人力资源管理结构不合理,人力资源管理系统不完善,绩效考核有效
性不足,缺乏必要的人力资源战略规划,激励制度效果差,以人为本的思想没有得到
有效落实。所以,北京市的中等职业技术学校要提高人力资源管理水平,就要:优化
人力资源结构,健全人力资源管理系统,增强绩效考核的实效性,建立科学合理的人
力资源战略规划,拓展有效的激励机制和构建“以人为本”的柔性管理环境。

Abstract
Modern economic development need vocational secondary academies culture more
professional person for society. However, currently the development of vocational
secondary academy could not catch up the requirement of society. One of the most
important factors which block the development of vocational secondary academy is the
weakness of HR management.
On some extend, this article will solve this problem. The key point of this article is
providing a reasonable advice and suggestion for solving the problem of HR management
of vocational secondary academy. In this article, literature, interviews, questionnaires,
empirical research and statistic are used.
The basis of this article is “people oriented” and “motivation theory”. The
development of vocational secondary academy must account on our faculty who have the
same development goal with the academy. As feedback, the academy should share the
benefit with every faculty. Incentive is the core of human resource management. Maslow's
hierarchy of needs theory, Hertzberg's two-factor theory and McClelland's ess theory
are very important motivation theories. There are still many problems in the human
