人民币汇率失调及汇率调整的经济效应研究

论文摘要

97年发生在东南亚的金融危机及其对经济增长的影响,表明汇率
制度和汇率政策对一国经济的健康运行极为重要。判断一是否合理,关键是看其实际有效汇率是否与均衡实际汇率相一
致。2005年人民币汇率改革以来,在我稳较快增长,经
常项目顺差不断扩大和外汇储备激增的背景下,国际上要求人民币升
值的呼声不断。这些都让对人民币汇率的研究变得很有意义。
论文在对西方均衡汇率理论进行比较和评价后分析了汇率高估
和汇率低估的经济效应。然后根据行为均衡汇率理论的主要思想,选
取1994年1月—2008年6月的各基本经济面变量的月度数据建立人民
币均衡汇率BEER模型,运用ADF单位根检验、Johansen协整检验和H-P
滤波技术等现代计量工具,对人民币均衡汇率进行了测算,并对人民
币实际汇率的失调程度做了判断和分析。
根据对人民币实际汇率失调程度的实证研究,主要得到以下结
论:人民币实际汇率在研究时间段里失调是常态,目前人民币汇率处
于低估大约5%的状态,低估程度并不像国外某些机构声称的那么巨
大,并有进一步缩小的趋势。
然后通过建立5个双变量的VAR模型,运用Granger因果检验和脉
冲响应函数分别分析了人民币实际有效汇率的一阶差分平稳序列的
波动对出口、进口、固定资产投资、社会消费品零售总额以及国内生

产总值等一阶差分平稳序列的影响。
根据实证研究的结论,并结合当前经济形势,通过对不同汇率调
整方式对经济的影响的分析,本文最终提出了完善人民币汇率体制及
配套政策的改革建议。

Abstract
Currency crisis and its influence to economic growth in
1997 in southeast of Asian indicated the importance of exchange
rate regime and exchange rate policy. To scientifically valuate
whether the exchange rate of a country’s money is reasonable,
the key is to judge whether the real effective exchange rate
coincides with the equilibrium real exchange rate. Since the
rate information of RMB in 2005,China economy has grown rapidly
and placidly, current account surpluses has enlarged and
foreign exchange reserves has increased rapidly in
China ,expectation of the appreciation of the RMB has been
prevalent in the international financial markets. Therefore,
it is very meaningful to study RMB exchange rate.
After the base of parison and assessment of several
western equilibrium exchange rate theories, this paper has
analyzed the exchange rate misalignment’s economic effects
when the rate was overestimated and underestimated. This paper
constructs the equilibrium exchange rate model of RMB using
Johansen’s maximum likelihood estimation based on behavioral
equilibrium exchange rate theory, and analyzes the
misalignment
