The Economic Study and Countermeasure Research
on Transfer of Rural Labor
ABSTRACT
This research’s objective is analyzing the problem of the relatively surplus of
rural labor force,and such surplus is mainly reflected in the rural labor’s
pleted employment. At the first,this paper analyzes rural surplus labor’s
present situation,and then puts forward relevant countermeasures to solve the
problem.
There are massive surplus-labors in rural areas because of the imbalance
between the rural labors’ supply and demand. On one hand,with the rural
population quantity climbs year by year,the additional population causes the
labor force’s supplying scale to maintain continuously at a very high level;on the
other hand,being restrained by resources,the agriculture only absorbs limited
labor force,besides,since long ago dual economy has hindered the rural labor
force transferring to the city. Therefore,on one hand,we must reduce the
countryside fertility rate from so as to control the newly added labor force;on the
other hand , we should encourage rural labor force to transfer to the
non-agricultural industry. Along with the rural fertility rate e stable,the
problem of the surplus labor force turn over to how to transfer the surplus-labor.
This paper’s train of thought as follows: Firstly, the author estimates the
countryside existing surplus-labor quantity from the urbanized angle;Secondly,
with the analysis to the history and present situation of the transferring of rural
labor force,which of the causes can be found;Thirdly,the rural surplus-labor can
transfer by two measures,one is developing the rural industry so as to transfer in
countryside,another is speeding up the urbanization to promote the rural labor to
transfer to the cities;Finally,some conclusions are summed up and the relevant
solutions a
