摘要

在经济增长过程中财政支出一直扮演着重要的角色,合理的财政
支出结构对优化资源配置和促进经济平稳增长具有十分重要的意义,
失调的财政支出结构则会阻碍经济发展。因此,有必要从理论和实证
两方面研究财政支出结构与经济增长的具体关系,为财政支出结构优
化提供决策依据。
本文的内容分为四部分:第一章简要分析了财政支出结构调整和
优化的重要性,综述了国内外财政支出结构与经济增长关系的相关理
论,说明了本文的研究目的和意义。第二章对现有的财政支出结构与
经济增长的理论模型进行了一定的程度的改进,把“不确定的有限寿
命”假设引入财政支出结构与经济增长的理论模型中,在
Blanchard-Yaari 框架中动态分析财政支出结构变化对经济增长的影
响。第三章的实证研究则根据理论分析的结论和中国的实际情况,选
取了适当的实证模型和变量,采用充分考虑变量之间经济意义且已经
被广泛应于经济政策研究的结构向量自回归模型(Structural Vector
Autoregression,SVAR)分析 1978-2005 年中国财政支出结构与经济增长
之间的关系。第四章为本文的结论部分,对本文的研究做了一个小结,
同时结合本文的研究为我国的财政支出结构优化提出了一些建议。

Abstract

In the process of economic growth,government spending has been playing an
important role in financial expenditure. Appropriate structure of government
expenditure is of great significance to the allocation of resources and to promote
stable economic growth, but the disorders of fiscal expenditure structure will hinder
economic development. Therefore, it is necessary to analysis the relationship between
the structure of fiscal spending and economics growth in order to optimize the
structure of fiscal expenditure.
The main content of this paper is divided into four parts. Chapter one first
analyses of the importance of adjusting and optimizing the structure of fiscal
expenditure, then reviews the theory between fiscal expenditure structure and
economic growth, and shows the purpose of this study and its significance. Chapter
two puts the more realistic hypothesis "uncertain limited life" into the theoretical
model of economic growth and then dynamic analyses the impacts of government
spending structure on economic growth, which has a more solid foundation the
