中国纸业对外反倾销的产业救济效果评估

摘要
自 2001 年 12 月 11 日中国正式成为 WTO 成员以来,针对中国的反倾销起
诉案件更是呈加速增长趋势,中国政府和企业经过入世后几年的锻炼,通过积极
应诉,获得了宝贵经验,并以此经验为基础开始主动采取反倾销措施来保护中国
自身的经济和贸易利益。在中国入世 6 年来,中国实施反倾销救济措施的成效有
积极的也有消极的,学术界开始不断关注这个问题。
中国造纸及纸制品行业与中国对外反倾销的关系密切。1997 年,中国对进
口新闻纸实施的反倾销调查是中国实施的第一起反倾销调查。2001 年中国入世
以后,造纸及纸制品工业是中国发起反倾销调查的新兴领域。随着中国造纸及纸
制品工业产量的不断扩大、技术水平以及产品档次的不断提高;同时,中的不断提高带来的巨大的消费市场,大量的进口产品会不断利用价格竞
争手段企图扩大市场份额。结合这两种情况判定,中国在未来一段时间内针对造
纸及纸制品行业的反倾销调查会不断增多。本文以典型案例分析为基础,对中国
针对进口纸制品发起的 5 起反倾销调查给中国造纸及纸制品行业带来的产业救
济效果进行了评估,以期对未来中国在实施反倾销调查中有所裨益。

Abstract
From on the day of 11 Dec. 2001, when China became a member of WTO, startup
of measures of trade remedy aimed to China has been being accelerated. According to
the several years’ experience, China government and enterprises turned to be more
powerful in the cases like these and, based on the experiences, China start the case
like this up initially. China academia pays more and more attention to the effect
evaluation of the implementation of trade remedy measures of China.
China's paper-making and paper products industry relates closly with China's implementation of
anti-dumping measures. In 1997, implementation of auti-dumping measures in mewsprint industry
is the first time to implement anti-dumping measures for China. After China to be the member of
the WTO in 2001, paper-making and paper product industry turns into the new field of
implementation of anti-dumping measures of China. As China's paper-making and paper product
output continued to expand , technological level and the continuous improvement of product
quality were up. And at the same time, as China's per capita e is increasing, China es
a great market of paper pruduct,lots of imported paper products start to expand the market share in
means of distorted price. So there will be more implementation of anti-dumping measures in
paper-making
