中国石化产业对外反倾销效果分析

摘要
石化产业是中国对外反倾销焦点领域,全面评估反倾销效果具有重要的现实
意义。本文主要考察反倾销措施的贸易救济效果、产业救济效果以及对关联产业
的影响。
第一部分阐述了选题背景,综述了国内外研究成果,为下文提供分析框架。
第二部分介绍了自 1999 年至 2007 年石化产业反倾销案件基本情况,在此基
础上总结了石化产业进口反倾销的特点和原因。
第三部分主要考察反倾销措施对贸易的影响。通过 1999 年至 2003 年中国石
化产业涉案产品进口数据表明,贸易限制效应非常明显,在反倾销调查立案后,
被调查产品进口份额均出现下降趋势,只是下降幅度和持续时间长短不同。反倾
销措施通过提高进口价格限制进口量,对国内进口竞争产业发挥保护作用,然而
贸易转移效应却在一定程度上降低了反倾销税的保护效果。
第四部分主要考察反倾销措施对产业的影响。首先通过一系列指标比较反倾
销立案前后国内产业的发展状况,发现反倾销税确实提高了涉案产品的进口价格
和国内同类产品价格,使一些亏损企业甚至停产企业的生产经营得以较快恢复和
发展,同时降低了失业率,为确保社会稳定产生了积极作用。其次,上游产品发
起反倾销调查会对下游产品的产量和成本造成不利影响,而且会引发下游企业也
申请反倾销措施。同时,下游产业继发性保护的存在可能煽动上游产业提出更多
的诉讼。
第五部分总结反倾销措施的各项效果,并提出了一些政策建议。

Abstract
Antidumping measures have frequently being used by China since 2001, and most
AD investigations are targeted toward petrochemical products. So it’s very meaningful
to study the impacts of antidumping cases for further implementation of antidumping
measures.
First, this paper introduces the background of this topic and summarizes previous
works.
Second, this paper presents antidumping cases from 1999 to 2007 and discusses
the characteristics of industry-specific cases, preparing for the following analysis.
Third, I examine the trade remedy effects of these AD cases. It suggests that
antidumping investigations have a depressing effect on import ration by the
dumping countries (the so-called “trade destruction effect”) as well as a “diversion
effect” of market share toward non-dumped imports and domestic peting
producers. Using a data set based on 8 digital tariff codes identified in China
antidumping cases covered petrochemical industry from 1999 to 2003, the paper shows
that AD measures restrict dumped import and safeguard domestic petition
industries while as trade diversion would offset these effects.
