农田水利基础设施建设与农业发展关系研究

摘要

农田水利基础设施是农业基础设施中最重要的基础设施之一,本文通过分析我国
目前农田水利基础设施发展状况,以及农田水利基础设施在投融资体制方面存在的问
题,说明了农田水利基础设施发展滞后是农业生产落后根本的原因,因此加强农田水
利基础设施建设是提高农业综合生产能力的根本保证,而要实现农业生产的发展,必
须要加强农田水利基础设施建设。本文在分析我国农田水利基础设施投资中存在的问
题上,运用规范和实证的研究方法,提出了农田水利基础设施投资的相关政策建议。
本文共分为五部分:
第一部分是研究的背景、研究的意义和研究的方法;第二部分主要阐述农业基础
设施概念和特征,以及农田水利基础设施在农业发展中的作用,并认为我国应该采取
“协调型”的农田水利基础设施的发展战略;第三部分主要说明我国农田水利基础设
施的投资问题,主要是讨论农田水利基础设施投融资中存在的一些问题,说明了农田
水利基础设施投融资和管理体制中存在的问题是我国农业落后的根源,从而得出了必
须对农田水利设施投融资和管理体制进行改革;第四部分主要是实证分析,通过实证
分析我国农田水利基础设施对农业发展的作用,说明了加强农田水利基础设施是提高
农业综合能力的根本保证;第五部分通过分析得出结论以及通过结论提出一些政策建
议。

Abstract

Farmland water conservancy works is one of the most important agricultural
infrastructures, the paper analysis our country’s farmland water conservancy works
development condition and existent problem on investment and financing system, and
explaining the lag of the basic reason of agriculture is the farmland water conservancy works,
so strengthening construction of the farmland water conservancy works is the exaltation our
country’s prehensive ability of assurance. Therefore to realize the
agricultural development, we must strengthen construction of farmland water conservancy
works. The paper analysis the existent problem of our country’s farmland water conservancy
works on investment and use the positive and normative method, and put forward some
relative policy suggestions, the paper is made up of five parts:
The first part is the background of the research, the meaning of the research and method
of the research;the second part mainly elaborates the agricultural infrastructure’s conception
and feature and farmland water conservancy works on agricultural development , the author
argue that our country use harmonized development stratagem on agricultural infrastructure;
the third part analysis the problem in our
