基于产业集群的循环经济模式研究——以浙江省温州市为例

摘要
自上世纪九十年代以来,关于循环经济和产业集群的研究在国内外方兴未艾。
对于实践中有益经验的总结成为循环经济模式研究的重要内容。然而,已有模式对
产业集群发达地区的适用性不强的问题逐渐引起了研究者的注意,并成为新的热
点。目前对二者结合起来进行研究还处在起步阶段,在实践中也没有可以直接借鉴
的经验,如何将循环经济理论与以产业集群为基础的实际有效对接是一大挑战。
本文选取在我国产业集群发达且最具有代表性的温州作为主要研究对象,从产
业集群微观基础出发,揭示其特殊资源环境问题的根源,对比分析国内外循环经济
实践中三种典型模式的特点及所必须具备的条件,得出其对产业集群发达地区的适
用性不强的基本结论。在此基础上,提出了“基于产业集群的循环经济模式”,或
称为“循环经济的温州模式”,其本质是对产业集群发达地区如何发展循环经济道
路的概括。这一新的循环经济模式具有与已有的三种模式不同的内涵、特征和适用
范围,其具体实现途径是“3+3+3+4=3”模式。最后通过瑞安汽摩配产业集群为案
例展示了这一模式如何得以构建。
本文的研究,对于像温州这样以“中小民营企业为主体、产业集群特别发达、
市场化程度高”为特征的地区如何发展循环经济具有一定的借鉴意义。

Abstract
The research on circular economy and industry cluster has been in the ascendant
since the 1990`s at home and aboard. Experience research es a very important
content in this field. However, the existed pattern of circular economy does not have
strong applicability for industry- cluster-developed areas, which gradually attracted the
attention of researchers, and es a new hotspot in recent research. Nowadays, the
combined research of these two fields is still in initial stage. Also there is not direct
experience use for reference in practice. How bine circular economic theory with
industrial cluster practice is a big challenge to both academia.
This thesis, choosing Wenzhou, where industry cluster development stands out
typically and remarkably in china, as the main research object, based on the
Microeconomic foundation of industry cluster, reveals the mechanism of environmental
problems caused by industry cluster. Compare the characteristics and necessary
conditions of three main circular economic patterns in domestic and international
practice, come to the conclusion that this three patterns are not quite suitable for the
