摘要
学习资源的开发、管理和利用是网络教育领域的核心问题之一。是否拥有丰富的
学习资源将直接影响到网络教育的质量,因此加强资源建设已成为网络教育的重要环
节。目前绝大多数的学习资源和应用系统之间缺乏有效的沟通,造成了各教育信息化
系统成了一个个“信息孤岛”,资源库之间缺乏共享,更谈不上资源交换和重用,于是
低水平、零散、重复开发的现象就一再产生,造成了资源浪费,并且大部分学习资源
并不满足相关的国家教育资源建设标准和规范,也未遵循有关的国际规范,建设随意
性很大,严重阻碍了资源的有效利用。
为解决上述问题,在研究了台建设的成果和经验的基础上,本
文提出学习资源的标准化处理与服务系统,并详细讨论了整体架构、标准化实现,以
整合现有的学习资源,提升资源的服务质量和共享利用率。
本文首先介绍了该服务系统的理论模型,分析和研究了学习对象元数据
(CELTS-3)标准与内容包装规范(CELTS-9)及其信息模型和核心集,提出了网络
学习资源的标准化模型及其 XML 绑定。其次,对学习资源分布式综合内容服务系统
的体系框架与关键技术分别进行介绍与研究,并且采用了基于 J2EE 与 Web Services
技术的分布式应用框架。再次,对标准化教育资源综合性内容服务系统中的各个子系
统的系统结构与功能特点进行了详细的分析与研究,设计出了一种标准化教育资源综
合内容服务系统的分布式结构框架,并得到了总体实现。
该系统的实现将有利于教育资源的共享和重用、不同教育系统间的交互。此外,
本文设计出的标准化教育资源内容服务的原型系统在宁夏永宁回民中学得到了良好的
试用。

Abstract
The development, management and use of learning resources are the core issues in the
field work education. Whether there is rich learning resources will directly affect the
quality work education, therefore, to strengthen the building of resources has e
an important problem. At current, for the lack of munication between the vast
majority of learning resources and application systems, the educational information system
has emerged as "information isolated island" and there is lack of resources sharing, not to
mention resources reuse and exchange. Then the phenomenon of low, fragmented and
repeated development is unavoidable which causes a waste of resources. What’s more, most
of learning resources does not meet the relevant national standards and norms, nor abide by
the relevant international norms, which seriously hampered the efficient use of resources.
To resolve the issues mentioned above, the thesis proposes the Learning Resources
Standardization and Service System on the base of distance education platform construction
