摘要
本文从全国民办教育的发展历程及河北省民办教育的现状和问题入手,运用了文
献法、问卷调查法、比较法等研究方法,主要以保定市的民办中小学音乐教育存在的
问题为研究对象,对以下问题进行了较为详细的概述:国内、外对民办教育观念的对
比、民办学校音乐教育的投入问题及实际运用问题、音乐教师队伍的稳定性问题、民
族音乐教育在民办中小学的实施情况、民办学校的生源问题、贵族化倾向与音乐教学
大纲的实施问题、民办中小学音乐教育中存在的教改实施的问题、高师培养的学生与
基础音乐教育脱节的问题。通过对以上问题的分析希望有关部门引起重视,从政策上
给予扶持,从规范上给予管理,在保障民办教师的根本利益的前提下,积极引导社会
舆论,使民办学校朝着健康的方向发展,为我国的教育事业发展做出一定的贡献。

Abstract
In this paper, the development process of the national private education and private
education in Hebei Province, the status and problems, we used the literature, questionnaires,
comparative and other research methods, the main areas of private schools in Baoding
problems in music education as the research object , on the following questions in a more
detailed overview of: domestic and foreign private education on the concept of contrast,
private investment in school music education problems and issues of practical applicability,
the stability of music teachers, national music education in the implementation of Private
Schools Cases, private schools, students issues, aristocratic tendency to implementation
issues with the music curriculum, music education, private schools exist in the
implementation of education reform issues, training of students and teachers based on the
gap between music education. Through these questions, I wish the authorities to pay
attention to, from policy to give support given from the standard management, protection of
private teachers in the fundamental interests of the premise, and actively guide public
opinion, the private schools towards healthy development, Educational development of our
country and make some contribution.
