摘要
中国城镇住房产业已经成为推动我国经济发展的重要增长点,而且是最具发展潜
力的产业。中央和地方政府都因住房产业的发展而受益匪浅,然而,目前的国内城
镇住房产业的发展也出现了一些老百姓和中央政府都不愿看到的问题;这些问题使
中国经济和政府的执政能力都受到很大的考验。因此,研究中国城镇住房行业的特
点,探索其发展规律,使我们对中国城镇住房业增加了解,减少和防范经济金融和
政治风险,推动我国城镇住房产业的发展具有重要意义。
本文采用理论与实践相结合,定性研究与数据定量研究相结合和采用纵向、横
向比较研究的研究方法。首先根据国内城镇住房业的发展基础、政策成因和发展历
程来分析中国城镇住房的有关现状问题,同时对国外的发达国家住房业的发展进行
横向比较,特别是有关解决中低收入居民的住房问题的解决方案和其成功经验,寻
找他们的发展规和对当时有关住房问题的解决方法,再结合目前中国的城镇住房发
展现状和政治基础来提出中国城镇住房发展的规律和模式及政策的指导性和中央政
府在住房问题上的制度和计划性上的完善及中国城镇住房企业的发展方向。

Abstract
The real estate industry has already e the important growth of the economic
development of our country, and be the most industry of the potential development.
The government is benefited from the development of the real estate industry, but there are
some things during the development of the Chinese town housing market , which the
government and consumer don’t want to see. There is a test to the government’s
management and Chinese economy. Therefore, researching the characteristics of the real
estate industry , investigating the regulation, make us increasing the understanding to the
real estate industry, reducing and guarding against the economic financial and political
risk, it is very important for pushing our the real estate industry’s development.
This bines together with the theories and fulfillments, it analyses Chinese
town real estate industry on the base of the relevant present condition problem of the
Chinese town, police reason and the development process and carries on the horizontal
comparison to the development of the developed national real estate industry of the abroad.
It finds out foreign policy and experience to use it at Chinese town housing market to
improve the low-e people residence. It sums up the whole useful models and the
laws of the real estate industry, and it will be very useful at Chine
