摘要:煤炭企业内部安全管理制度无效的重要原因是外部压力不足,煤矿安全监管不力,加
强煤矿安全监察监管完善研究迫在眉睫。文章通过访谈与文献阅读,总结了当前我国煤矿安
全监管存在国家监察不足、地方监管不力、企业负责不主动等问题;其次,阐述了多中心治
理理论的发展和特征,认为多中心治理理论是多中心理论与治理理论的融合;第三,从多中
心治理理论出发,提出了要达成的煤矿安全监管新格局,进一步分析了当前变革存在的六大
困境;最后,针对性地提出了突破煤矿安全新格局实现困境的五点建议。

Abstract: There are many reasons that coalmine safety management institution didn’t work, the
external pressure was not enough is important one, the coalmine safety supervision lacked, so it is
imminent to study. Through interviews and literature, this paper summarized three current
problems of the coal mine safety supervision pattern, like the state’ insufficient monitoring, the
local government’ ineffective, the enterprise did not take its responsibility initiatively. Secondly,
this paper expounded development and characteristics of the multi-center governance theory, and
