摘要

高等教育经费优化配置是高等教育快速、持续、和谐发展的重要支持条件。本文基
于对国内外教育经费相关研究成果的梳理,通过剖析高等教育经费优化配置的理论基
础:公共产品理论、人力资本理论、成本分担理论和公平效率理论,界定了高等教育经
费优化配置的特征:高等教育经费来源结构的多元性、高等教育经费规模的充足性、高
等教育经费分配结构的公平效率统一性。
同时在高等教育经费优化配置的理论基础框架下,梳理了改革开放以来我国高等教
育经费配置的演变及现状,探讨了我国高等教育经费配置中存在的问题:经费来源结构
不合理、投入总量不足、财政性教育经费投入结构不合理。并剖析了问题产生的制度性
原因:我国高等教育经费配置机制不合理、高教财政拨款方式(配置方式)不合理、高
等教育转移支付制度不规范。
最后以高等教育经费优化配置的理论基础为指导,以高等教育经费优化配置为目
标,综合目前我国高等教育经费配置中存在的问题及原因,从观念、制度和具体措施三
个层面提出了优化我国高等教育经费配置的对策建议。首先在观念上应明确高等教育经
费配置中政府的作用;其次在制度上,一是优化高教经费配置方式,二是优化高等教育
财政拨款方式,三是完善高等教育财政转移支付制度,四是实施高教经费使用效益综合
评价制度,提高经费使用效益;最后在具体措施上,一是优化我国高等教育经费来源结
构;二是加大高等教育财政投入、优化高等教育经费规模;三是优化高教财政投入结构,
促进公平与效率。

Abstract

Abstract

Optimizing higher education funding is a key supporting factor to accelarate the fast,
sustainable and harmonious development of higher education .Based on the related
researches home and abroad, this thesis analyzes the theoretical basis of higher education
funding, including public goods theory, human capital theory, cost sharing theory and equity
and efficiency theory. And then the characteristics of the optimumation of higher education
funding is defined as the following aspects:the diversified fund source, the adequacy of fund
resources and the equity and efficiency of fund allocation.
Then, taking the theoretical basis as the analytical framework, this es the
historical development of it in the recent 30 years since the opening-up and shows its
exsiting problems: unbalanced fund source, insufficient total investment and unreasonable
fund distribution structure. Furthermore, the institutional reasons are analyzed, which
include: unreasonable allocation mechanism, unreasonable financial allocation and
unstandarlized higher education's transfer payment system.
