我国碳排放状况及其影响因素研究

摘要
气候变化对全球产生了深刻的影响,气候变暖、极端天气情况频发已引起
全世界的关注。我国虽然是一个发展中国家,人均二氧化碳排放量很少,但总
量已跃居世界第一,国际社会要求我国主动减排的呼声越来越高,我国也提出
了到 2020 年的明确的减排目标。而我国正处于国民经济发展的关键时期,正确
处理好碳减排和经济发展的关系就变得尤为重要。
本文介绍了温室效应的机理以及对自然环境和人类社会的影响,由此引出
国际社会对气候变化、温室效应和二氧化碳排放的关注,分析了目前国际上对
碳排放问题的共识和争议,以及中国对碳排放问题的态度和所做的努力。
对国际上现有提供碳排放数据的机构(CDIAC、EIA、 IEA、WRI)的数据
集进行了比较分析,提出了最优数据集。对 1950 年以来的我国碳排放总量和人
均碳排量做出分析,并与其它进行比较。对各省份人均碳排量进行聚
类分析,发现人均碳排水平与该省的经济发展水平有很大的关系。
对碳排放的影响因素进行分析,提出影响我国人均二氧化碳增长率的因素
有经济效应、能源效应、结构效应和对外开放效应,通过计量经济学的方法建
立协整方程和向量误差修正模型,分析了变量的长期均衡关系和短期变动。
通过情景分析法对我国能源目标进行解读,分析了碳排放强度这个相对指
标及我国减排目标的实际含义,相应地提出了我国碳减排的一些政策建议。

Abstract
Climate change has had a profound impact on the warming and the frequency of
extreme weather conditions has caused worldwide concern. Although China is a developing country
with very little carbon dioxide emissions per capita, but the total has leapt to the world. So the
munity appeal to China's initiative mitigation and China has also made a clear
mitigation target in 2020. That China is in a critical period of national economic development,it
es particularly important to handle the relationship between the carbon mitigation and the
economic development.
The paper introduces the mechanism of the greenhouse effect on the natural environment and
human society. It describes the munity to climate change, global warming and
carbon dioxide emissions concerns. It analyzes the current international consensus and disputes on
carbon emissions, and China attitude and efforts towards the problem of carbon emissions.
The pares the data set of the existing international institutions (CDIAC, EIA, IEA,
WRI) which provide carbon emissions data, and proposes the best data set. It analyzes the carbon
emissions in china since 1950, and makes parison with other national levels. It makes a
