民营企业的政治关系对银行贷款与公司价值影响的实证研究

摘要
我国的民营企业由于自身的规模小、经营时间短、贷款风险高等原因而遭受
银行对其贷款的歧视。如果民营企业的高管与政府建立良好的政治关系是不是在
一定程度上就可以免受这种歧视,使其更容易获得银行贷款,同时它的这种关系
会不会对公司价值产生一定的影响。
本文以我国2006-2009年在沪深交易所上市的个人控制的民营上市公司为样
本,分别对民营上市公司的高管的政治关系与银行贷款以及高管的政治关系与公
司价值之间关系进行实证分析。本文中民营上市公司高管具有政治联系的界定:
(1)曾经或现在在政府部门任职;(2)曾经或现在在银行部门任职;(3)曾任或现
任政协委员、人大代表。文中公司高管的政治关系我们采用虚拟变量PC来表示,
若有政治关系PC取值为1,否则为0。为了克服简单混合数据横截面回归模型所固
有的样本自相关问题和平衡面板数据模型的样本偏差问题,本文在做实证研究的
时候采用的是非平衡面板数据分析方法。本文研究发现,高管有政治关系的民营
企业相对没有关系的公司更容易获得银行贷款,并且我们发现引入政治关系后,
使得反映民营企业偿债能力的会计信息在信贷决策中的有用性降低了。还有无论
我们采用托宾Q还是净资产收益率来衡量公司价值,研究结果都证实我国民营上
市公司高管的政府背景与公司价值之间具有负相关的关系,但是在统计上是不显
著的。我国的民营企业希望与政府建立良好的政治关系从而规避一些风险,使其
在竞争上拥有一定的优势。但是,正由于这种强烈的愿望可能导致他们没有很好
的把握为此付出的成本,更没有考虑可能政府为了公众利益从而牺牲公司价值。

ABSTRACT
The private enterprise in China because of its small scale, the management time
short, the loan risk higher reason suffers the bank to its loan discrimination. If the
director of board of pany and the government establish the good political
relation to a certain extent to be possible to exempt this kind of discrimination,
making it easier to get bank loans, simultaneously this kind of relations can have
certain influence to pany value.
In this paper, we have empirical analyzed the relationship between political
relationship and bank loans pany value. Taking as our specimens personal
control of private panies during 2006 to 2009 in Shanghai Stock Exchange
or in Shenzhen Stock Exchange. And according to whether the executives of a
company is a former or incumbent government official, or in bank department
assignment or a member of the People 's Congress or a member of the Chinese
People's Political Consultative Conference, we have judged whether pany has
