摘要
随着我国公民社会的建设与法制体系的逐步健全,公民民主意识不断提高,体
现在城市规划领域,表现在公众参与城市规划的要求日益升温,城市规划中也越来
越多地引入各种参与方式。本文正是在此背景下,开展公众参与城市社会发展的决
策和实施过程的研究。
本文首先对主要概念进行了界定,指明城市规划的本质和公众参与的历史与基
本性质。其次,本文借鉴政治学、经济学和社会学理论,对公众参与城市规划给予
理论支持,阐述了正因为有了政治层面的公民社会、经济层面的福利经济学以及社
会层面的社会资本等理论,才使得公众参与城市规划成为一种必然。此外,公众参
与城市规划也是城市规划实现民主化、科学化和合法化的必要途径。再次,本文总
结和概括了国内外公众参与城市规划的理论与实践。国外尤其是西方发达国家丰富
的理论与经验,对我国公众参与具有十分重要的借鉴和指导建议。但我国有关部门
和学者也并非一味照搬,而是结合本国实际进行理论探讨与实践摸索。第四,本文
采用一种系统的分析方法,较为全面地对我国公众参与城市规划的各个方面进行分
析,包括参与主体、参与方式、参与层次和参与保障,指出我国虽有一定程度的参
与,但在深度及广度上还有所欠缺。最后,根据公众参与城市规划的分析,针对我
国实际提出三条对策,即加强公众参与组织建设、规范公众参与程序机制和建立公
众参与法律保障。
我国城市规划领域的公众参与才刚刚起步,无论在参与主体的认识、参与方式
的提供、参与程度与范围以及参与保障体系的建构等方面都存在不足。因此,研究
公众参与城市规划具有其现实意义。这既是为了城市规划的科学决策和顺利实施,
更是为了实现广大公众的利益,满足城市健康及社会和谐发展的深层次需要。

Abstract
Along with the essive development of citizen society construction and legal
institutions system in our country, the unceasingly improvement of democratic
consciousness of citizen, especially in the urban planning field , the public request of
participating in urban planning are also e more and more. As such background,this
paper studys the public who carries out participates in the urban planning decision-making
and putting process into practice.
First, the paper has been carried out on main concept, shows clearly the nature of
urban planning and the history and fundamental character of the public participation.
Second, the paper have used political science, economics and sociology theory for
reference, giving theory support of publc participation in an urban planning, expounding
that publc participation in an urban planning es one kind of necessity because of
having had theories such as anism, the citizen society and welfare economics.
Besides, the public participation in urban planning is also the democratization,
