随着“环首都绿色经济圈战略”的提出,如何借此促进京冀两地经济的发展,是摆
在决策者与社会科学研究者的共同课题。本文以此为着眼点,着重研究两地人力资本协
调发展问题,追求一种人力资本的和谐。要想达到和谐状态,就要保证京冀两地是相互
的,既是人力资本的输出地,又是人力资本的输入地。为了使本文更加具有说服力,本
文将首先进行京冀两地人力资本协调发展的必然性分析,在研究具有必然性的情况后,
对京冀两地人力资本状况进行精确统计与分析,然后通过统计与分析结果得出京冀两地
存在人力资本的不协调,不和谐的情况,同时,这种不协调,不和谐造成京冀两地的人
力资本浪费,使得人力资本投资额大于所获得的收益。为了更好的解决京冀两地出现的
这种状况,本文提出京冀两地人力资本需要协调发展,并且运用相关的理论知识、相关
数据,以及结合当前的市场经济状况,构建一个适合京冀两地的人力资本协调发展的机
制,解决当前不和谐的矛盾,实现两地人力资本的自由交流。同时,通过对此机制的延
伸,提出能供其他地方借鉴的方法与思想。

Abstract
Putting forward along with the strategy of "green ring the capital economic circle", how to
promote the development of jing ji dual economy, is mon subject in social science for
researchers and policy makers. This article makes it as a starting point studies two problems
of harmonious development of human capital for pursuit of a harmonious human capital. In
this process, Beijing ji is mutual, they are the output of human capital, and human capital
importers. The analysis method of this paper is first to Beijing in the coordinated development
of both human capital necessity analysis, under the condition of the research has the necessity,
