促进我国省域经济协调发展的财政政策研究
摘要
我国是一个资源比较丰富、领土辽阔的大国,省域间自然条件、社会发展程度、历史
背景等方面都存在较大的差异,因而省域间经济发展存在着一定程度上的差距,这从经济
学的角度来看是正常的。然而,改革开放以来,在我国经济一直以较快的速度增长、综合
国力显著提高的同时,省域间经济发展差距却不仅没有减小还有越来越大的趋势。如果省
域间经济差距过大必然会导致我国经济发展和社会生活的混乱,影响国家的安定、民族的
团结及我国和谐社会的建设等。所以,当前解决省域经济发展差距,实现各省份和各民族
共同繁荣,具有至关重要的意义。
2009 年以来国家已经出台了 20 个左右有关省域间合作与发展的规划和政策文件,其
规模和力度前所未有,可见中央对于改变我国省域经济差距的决心之大。所以,在当前形
势下再提省域经济协调发展并不过时,具有很强的现实意义。省域作为我国规范的、界限
明确清晰的区域划分,对其分析与我国实情相符。作为宏观调控重要杠杆之一的财政政策,
历来是国家经济政策的重要组成部分,它不仅对经济波动起到调节和“熨平”作用,而且
对改善经济结构、促进我国省域经济协调发展有重要意义。本篇文章将从 31 个省的人均
GDP、财政收支、居民人均收入等分析入手,剖析省域经济发展存在的问题及不利于省域
经济协调发展的财政政策,在借鉴国际经验的基础上,提出促进我国省域经济协调发展的
财政政策建议。

China's Provincial Economy Development
Abstract
China is a country rich in resources and vast territory. There are large differences in
inter-provincial natural conditions, social development level, historical background, etc. So it is
normal from an economic science point of view that provincial economic development has a
certain degree of gap. However, since the reform and opening up, and China's economic growth
has been rapid and overall national strength significantly increased at the same time, the gap of
inter-provincial economic development has not only failed to reduce but a growing trend. If the
provincial economic gap is too big, it will inevitably lead to the confusion of our country
economy development and social life, affect national stability, national unity and the construction
of harmonious society in China. Therefore, it has important significance to solve provincial
economic development gap and achieve the provinces and various mon prosperity
by now.
Since 2009, the government has issued around 20 planning and policy documents about
