摘要
地方政府债务风险是地方财政风险的集中表现,从狭义上讲地方政府债务风险主要
是指地方政府债务的狭义债务风险本身,从广义上讲地方政府债务风险包括地方财政所
有的负担形成的风险,即地方政府债务风险可以说是地方财政风险。改革开放以来,顺
应信息化和全球化的潮流,各级地方政府积极推进市场化改革和工业化进程,产生了大
量的地方政府债务,特别是近年来的两次金融危机爆发以后,我国实施了扩张性的宏观
经济调控政策,各级地方政府响应国家政策号召,不断扩大融资规模,进行举债建设,
致使各级地方政府债务风险不断增大。本文以河北省某县为例对地方政府债务风险进行
研究,分为五个章节。从地方政府债务风险的理论基础出发,阐述了政府债务、地方政
府债务及地方政府债务风险的相关理论知识,分析了地方政府债务风险的现状及其影
响、总结出产生地方政府债务风险的原因和存在的问题,进而从深化财政体制改革、发
展地方经济、健全行政管理职能、完善债务管理机制、建立风险预警系统、营造良好的
外部环境方面,提出了防范地方政府债务风险的对策措施。

Abstract
Abstract
Local government debt risk is concentrated on the local financial risk, from narrow sense
speak the local government debt risks mainly refers to the debt risk itself of the local
government debt, the broad sense local government debt risk contains the risk of local finance
some burden, in a sense the local financial risk is local government debt the reform
and opening, local governments conform to the trend of the informationization and
globalization, actively promote industrialization and marketization reform,as a result a lot of
local government debts are produced in recent years, especially after the two financial crisis,
China implemented macroeconomic control policy, the different levels of local governments
respond to country policy called for, and constantly expand financing scale, causing the
construction of debt risk increasing. This paper taking certain county of Hebei Province as an
example, divided into five chapters. From local government debt risk, expounds the
theoretical base of government debt, local government debt and local government debt risks
related theory knowledge, it were analyzed present situation of local government debt risk and
its influence, summarizes the reasons generation debt risk and the existing problems, and
from the deepening the reform of public fin
