摘要
新型农村合作医疗制度是由政府组织、引导、支持,农民自愿加入、个人、集体和
政府多方筹资、以大病统筹为主的农民医疗互助救济制度。从其社会功能来分析,应该
是一种介于社会救助与社会保障之间的、具有保险性质的医疗互助的社会保障制度。从
目前制度实施的效果来看,新农合制度对于提高农村医疗状况、提升农民素质、缓解医
疗负担,解决农民“因病致贫、因病返贫”问题起到了有效的促进作用。但是新农合在
取得卓越成就的同时,也暴露出许多问题,影响了政策的进一步深化实施和发展。
政府是新农合制度运行的主要执行者,在制度的建设中起着主导作用,履行着宣传
引导、资金筹集、监督管理等一系列职责。政府是否能够切实履行自身责任,直接决定
了新型农村合作医疗制度的贯彻执行情况,关系到农村医疗保障体系的健全与完善,并
最终影响着社会主义和谐社会的构建。因此,本文以河北省的政府责任为切入点,对新
型农村合作医疗制度的建设进行探讨研究,具有深刻的理论和现实意义。本文首先对新
型农村合作医疗的理论基础进行了描述,从公共财政理论、公共产品理论以及医疗保险
理论进行详细的阐述,并且阐述了河北省新型农村合作医疗的发展现状及存在的政府职
能的缺陷,继而提出河北省政府在新型农村合作医疗制度建设进程中应该发挥主导作
用,与其应积极履行的责任,然后从理论与现实角度提出如何更好地承担责任、履行职
责,寻找其实现途径,更好的保障新型农村合作医疗的高效实施,实现其政策作用。
