长江三角洲电信业与区域经济的互动关系研究

摘要
20 世纪 80 年代以来,我稳发展的
时期。在前一发展时期,电信业更多地表现为对国民经济的直接贡献;在后一发展时期,
电信业已经渗透到国民经济发展的各个领域,与国民经济各部门的联系不断加深,其社会
经济效应也开始凸现,更多地表现为对区域经济的间接贡献。电信业在促进社会经济在纵
向水平上增长的同时,由于其区位效应,各区域电信业水平的高低影响着该地区经济增长
速度的快慢。反过来,经济的持续健康发展又会带动区域内产业的发展,包括在区域经济
发展过程中起重大作用的电信业。
当前,我国电信业进入了一个新的发展时期:自“十一五”开始,电信业由高速发展
转向平稳发展,同时,两化融合、电信业重组、全业务运营、三网融合等重大行业政策相
继出台,我国电信业迎来了全新的历史发展机遇和前所未有的巨大挑战。长三角地区作为
我国经济发展的一个增长极,在我国电信业和国民经济中的地位举足轻重。近年来随着各
项政策的出台和实施,长三角区域一体化发展和经济地位已经上升至国家战略的高度,标
志着长三角区域经济进入了新一轮的发展阶段。
长三角地区电信业与区域经济的发展面临崭新的历史发展机遇。为对长三角地区电信
业发展与区域经济发展的互动关系有一个明确的认识,并为新时期长三角地区电信业及经
济发展策略的制定提供相应的理论依据,本文采用定性和定量结合的方法,对该地区电信
业与区域经济的相互贡献进行研究。在对大量相关研究文献回顾的基础上,对长三角地区
电信业与区域经济发展的现状进行及两者之间的相互贡献进行分析,重点运用灰色系统理
论的 GM(1,2)模型对两者之间 2002-2009 年的互动作用进行分析,并得出相应的驱动
系数。
最后根据研究结果,结合长三角地区经济和电信业发展的实际情况,对下一阶段该地
区电信业的发展提出相应的策略建议。

Abstract
Since the 1980s, Chinese munications industry has experienced great development
by leaps and bounds, then came into a steady development. Period. munications
industry showed more direct contribution to national economy in the previous period; In the
latter period of development, munications industry has rated into all fields of
national economic development and contacted various departments and the national deeply, its
economic effects have begun to highlight, and showed more indirect contribution to the
regional economy. Because of location effect, in the promotion of socio-economic levels in the
vertical growth, the regional level of the munications industry in the region affect the
pace of economic growth. In turn, the economy will continue to promote the healthy
development of industrial development within the region, including munications
industry plays a major role in the the process of economic development in the region.
