摘要
本文是站在人力资本的视角下,运用人力资本理论、制度经济学理论来研究、解
释现阶段高等教育中所面临的问题,并尝试给出对策意见。
高等教育作为社会系统中复杂子系统,其本身具有极强的复杂性而难于分析。所
以,本文站在一个较长的时间维度上思考教育与人力资本的关系,从劳动分工到知识
分工演化中找到教育、高等教育制度的本质——教育与分工的交互作用形成人力资
本。以此来检验我国高等教育中的问题,首先是高等职业教育的缺失阻碍了靠近市场
部分的知识卷入分工中。在高等职业教育缺失对人力资本影响分析的基础上,进一步
挖掘造成缺失的深层次原因在于高等教育的“行政化”。对高等教育“行政化”的研
究可以看出,它从知识特性和协调成本的维度上阻碍分工进而抑制人力资本形成。
最后,站在政府的层面上针对高等教育中的问题和分析给出一下改革意见。首先
改革的基本诉求是提高人力资本投资,其次是加大高等职业教育改革力度,而改革中
最重要的部分是去行政化的过程。

Abstract
The paper is on the view of Human capital ,it try to explain the problem of High
Education System and give the appropriate research base on New
Institutional Theory and Human capital Theory.
High education system is difficult to analysis as plex subsystem of social
system. Therefore ,the paper focus on The relationship between education and human
capital in a longer essence of education and high education can be found
by the evolution from the division of labor to the division of essence
is human capital. Derived from nteraction between education and the division of
labor. If the issue of high education is tested by the essence,something is clear. Firstly
the division of laboris hidered by the lake of higher vocational ,use
the analysis of the lack of higher vocational education we can find the ture reason
cased the situation is Planned Economic reserch Planned Economic
thinking on high education we learn the thinking is blocking the division of labor in
order to hinder the formation of human capital. Finally, The policy due to the analysis
on the issue of high be proposed .
Finally,on the view of government, the high education issue we analysis can be
solved as follows. Firstly improve the human captial investment
