基于制造业需求视角的我国设计产业公共政策制定研究

摘要
设计产业在我国是一个新兴产业。虽然国内制造业发达的省份已经开始关注设计产业的发
展,并且地方政府也制定了一系列促进政策,但是设计产业目前面临的最大问题是整个产业国
家级政策的指导严重不足,这也成为阻碍我国设计产业快速发展的一个重要原因。本文主要从
制造业需求视角出发来研究与其密切相关的设计产业,运用理论分析和实证研究相结合的方法,
探讨了我国政府在选择制造业升级路径以及制定设计产业政策时存在的一些问题。针对我国设
计产业需求不足的实际问题,构建了完整的我国设计产业政策制定流程,并对政策制定过程中
应注意的问题提出了相应的建议。最后,对将来我国设计产业具体政策焦点分布提出几点构想,
为相关政府部门制定产业政策提供一定的参考。
本文首先从制造业设计需求角度、实证研究、设计产业公共政策对制造业的影响三个方面
对设计产业与制造业的关系进行了研究,得出设计产业与制造业发展具有较高关联性的结论。
接着,对我国设计产业需求与政策现状进行研究,认为现阶段设计创新是适合广泛应用于我国
制造业升级的重要途径,然而制造业设计需求不足的现状又要求政府尽快出台设计产业政策以
支持产业发展。然后对中央及地方政府现行设计产业政策进行评价,指出地方政府在现行政策
制定中存在的实际问题。最后,剖析了政府制定设计产业政策的目标和三个动机,以及政府行
为对政策制定产生的正反两方面的影响。阐述了相关利益人在设计产业政策网络中扮演的角色,
以设计需求不足作为问题中心,构建了政府制定设计产业公共政策的整个过程以及对将来设计
产业政策制定的焦点分布提出了几点构想。

ABSTRACT
Design industry in China is a new industry. Although the domestic manufacturing industry
developed provinces have begun to focus on the development of the design industry, and local
governments have also developed a series of promotion policies, the biggest problem currently the
industry facing is national policy guidance serious shortage, which is an important reason hinders the
rapid development of China's design industry. In this paper, starting from manufacturing needs
perspective to study the design industry which is closely related to it. Using the method bining
theoretical analysis and empirical studies, and research some issues that our government in the choice
of manufacturing update paths and developing design industry policy. Facing on the practical problem
that our design industry has insufficient demand, then constructing plete policy-making process
of design industry, and propose specific policy mendations. Finally, propose some thinking
