摘要
公民参与是我国反腐倡廉工作的基本方略,也是我国建国以来制定反腐倡廉策
略的重要导向之一。因此,研究公民参与反腐倡廉,是反腐倡廉工作的重要议题。
文章讨论我国反腐倡廉工作中公民参与的状况,采用了文献资料和比较研究等
方法,发现在反腐倡廉中,公民社会的发展促进了反腐倡廉工作更深层次的开展,
并且深刻地影响着我国的民主建设。但是就我国目前反腐倡廉工作的现状而言,公
民参与仍显不足,主要表现在公民参与保障机制不健全、“单中心”的治理格局、公
民举报成案率低、公民主体自身对腐败的认识不足和对反腐倡廉信心较弱、政府回
应机制不强烈等问题。针对这些问题,文章进一步在公民参与机制、政府与公民互
动、参与者素质等方面作了探讨,指出反腐倡廉中公民参与不足根本原因在于参与
效度不足,提出了公民参与反腐倡廉需要更全面的制度保障以及坚定的信心。
文章认为,要实现公民参与在反腐倡廉中的主体作用,应结合我国实际,创造
良好的外部制度环境、培育廉洁文化、实现公民与政府之间的良性互动。一方面,
实行政务公开,完善相应的政府信心公开、公民表达机制、政府与公民之间互动机
制,建设廉政文化等,有利于营造出良好的公民参与环境;另一方面,公民自身素
质及的提高和相关法律法规知识的学习,是公民能够更加有效参与的必要条件。

Abstract
Citizen Participation has played a strategic and essential role in formulating the anti-
corruption policy since 1949 in China. As an important issue, Analysis on the progress
and troubles of citizen participation would provide certain references to anti-corruption
work.
This paper discusses the situation of citizen participation in anti-corruption work by
using the literature parative research methods, find that the development of civil
society enhances the level of anti-corruption, even palys a profound impact on our democ-
racy building. However, for China's current anti-corruption situation, citizen participation is
still insufficient, mainly in poor participation mechanism, the"single center" in governance
structure, the lack of skills and confidence and so on. To solve these problems, this paper
further focus on citizen participation mechanism, the interaction between government and
citizenship, the quality of participants, etc.
In order to achieve in anti-corruption, this study makes some specific suggestions,
which include creating the institutional environment, widening the positive interaction
between citizenship and government, fostering a clean culture bination with China's
