摘要
近几年,我国公民参与网络舆论监督热情高涨。信息充分的交互与整合、网络
环境的平等性、匿名性、时效性等优势使得网络舆论监督在我国蓬勃发展。但是,
对于我国网络舆论监督有可能带来网络侵权、网络暴力等弊端的质疑声也不绝于
耳。本文正是在这样的社会背景之下对我国网络舆论监督的现状及发展进行研究与
思考。
本文基于公民参与理论、网络民主理论、传播学相关理论等与网络舆论监督相
关联的理论,对近几年来由网络舆论监督引发的典型案例进行了分析,结合我国公
民参与网络舆论监督的实际情况,对网络舆论监督的现状进行了深刻剖析。针对我
国网络舆论监督中存在的监督主体缺乏普遍性、虚假信息泛滥等主要缺陷,指出其
缺陷根源是由于相关法律法规的缺位、公民网络民主观念缺失、政府监管能力不足
等因素。继而对完善我国网络舆论监督的途径进行阐述,根据我国实际情况,从强
化相关法律法规、加强公民的参与意识及道德法律意识、完善政府外在监管这三个
方面入手,对完善我国网络舆论监督进行路径选择,并且在美国学者约翰·克莱
顿·托马斯提出的公民参与的有效决策模型的基础上,试图构建网络舆论监督中公
民参与的有效决策模型,以期对完善我国的网络舆论监督监管有一定现实意义。

ABSTRACT
In recent years, Chinese people have a great enthusiastic to join work Supervision of
Public Opinion, which develop rapidly in China becase of that information can fully interactive and
integration, work environment is equality, anonymity and timeliness . But, many people also
say that work Supervision of Public Opinion may work infringement and cyber crime,
and the phenomenon of intemet violenee is serious. In this situation , this paper focuses on the study
and think of the present situation and development of China'work Supervision of Public
Opinion .
Based on the theory of citizen participation, network democracy, communication theory and the
related theory work supervision of public opinion etc, the text analyse the actual situation of the
Network Supervision of Public Opinion in China, combining with the typical cases work in
recent years. Network Supervision of Public Opinion in China lack of universality and there are full
of false information in it. The roots of these defects are many, such as the absence of effective statute,
lacking of people’s participation awareness and the government is lack of supervision ability etc.
