摘要
21 世纪政府行政管理的本质就是服务,政府行政的灵魂也是服务。当前国家和地区
间的竞争已不单单是综合国力的竞争,政府服务能力的高低同样影响着综合竞争力。现
在全球范围内政府发展的重要趋势是服务型政府的构建,同时也是我国政府改革的必然
取向。本文认为,我国行政管理体制改革的实质是政府由管制型向服务型转变。服务型
政府最重要的职能就是提供公共政策供给。而当前,我国公共政策供给在制定、执行、
评估和监控等方面存在着较多的不足,由此产生了公共政策供给方面的诸多问题。本文
对这些问题进行了梳理和分析,通过比较借鉴国内外政府政策供给的实践,本文从理念、
资源、制度三个层面构建出完善我国公共政策有效供给的基本框架。最后,指出当前我
国政府重塑公共政策供给的途径:注重公民参与,推动公共决策法制化进程,健全政策
执行机构、合理配置执行权力,建立多元化独立的评估组织,加快政府信息公开建设,
完善行政问责制。

Abstract
Abstract
The nature and soul of the adm inistration management of government is the service. The
competition among countries and areas not only lies on th prehensive national strength,
but on the service strength. The global trend of governments’ development is the construction
of the service-oriented government, and so does Chinese government. The thesis analyzes the
revolution of Chinese governm ent is the convention from the governing to the service. The
most important role of service-oriented government is to provide the supplies of public policy,
while there are a m ount of problem s existing in the process of policy m aking, policy
executing, policy evaluating, and policy m onitoring, resulting to m any problem s about the
supplies of public policy. The thesis im provesthe frame of the public policy supplies from 3
aspects: the conception, the resource and the system , comparingwith the dif ference abroad.
At last, the thesis sets the m ethods of reconstruction of supplies of public policy: citizens’
participation, legalization of public decision-making, perfection of governm ent executiv e
department, construc tion of multi- element and isola ted assessm ent, develop ment of
government information publicity, and the administrative accountability system.
