以二氧化碳排放为主所导致的全球气候变暖,威胁人类生存,已成为21世纪人类共同面临的重大挑战。因此,发展以低能耗、低污染、低排放为主要特征的低碳经济,应对气候变化,具有重要的现实意义。本文通过对低碳经济、低碳城市的内涵与特征的分析,结合杭州市工业、建筑、交通和农业的二氧化碳排放的现状,总结了杭州发展低碳经济过程中存在的一系列问题,包括碳排放形势严峻、传统产业低碳改造难度较大、低碳技术创新不足等,并针对这些问题,提出了加强节能减碳和新能源的开发利用、加强低碳技术的创新、加强国际合作等几点对策建议。

ABSTRACT
Global climate warming which causes primarily by the carbon dioxide emissions, threatens the human survival, has e the great challenge which the 21st century humanity faces together. Therefore, development with the imbecility consume, low pollution, low emissions for the low-carbon of the main characteristic economy, should have to the weather variety important of realistic meaning. This text passes a rightness of low carbons economy, the content of the low carbon city and the analysis of the characteristic bine Hangzhou City industry, building, the carbon dioxide of transportation and agriculture exhaust of present condition, tallied up Hangzhou to develop the existent a series of problem in the low carbon's economic process, including carbon emissions the situation was rigorous, traditional industry low carbon reformation difficulty more big, the low carbon technique is creative shortage etc., and aim at these problems, put forward to strengthen economy energy to reduce the development exploitation of carbon and new energy, strengthen technical innovation of low carbon and strengthen international cooperation etc. what time the counterplan suggest.
