摘要
本文从产业管制和竞争理论出发,采用定性分析与定量分析、规范分析和实
证分析相结合的方法。回顾我国民航业的发展历程和民航管理体制改革状况;简
要地介绍国有航空公司和民营航空公司的发展情况。以美国民航业管制历程为
鉴,评价我国民航业的管制状况。通过以上对影响我的若干因
素定性分析基础上,以 1990 年至 2005 年间的民航业发展数据为实证资料,对影
响民航业发展水平的几个变量建立数据模型进行实证分析,得到影响民航业发展
水平的主要因素为民航业运营商数量、民航业的基础建设投资和民航业的从业人
数的结论。最后提出关于提高民航业发展水平的主要措施:增加运营商数量,加
大基础建设投入,增加民航业的从业人数。
全文共分为五个章节:
第一章“理论回顾”:包括产业管制和竞争理论,前人提出的关于民航业管
制的相关理论文献回顾。
第二章“发展概述”:叙述我国民航业体制的变革过程,国有和民营航空公
司的发展状况。
第三章“回顾民航业管制理论”:回顾美国民航业发展和管制的实践,中国
民航业的管制实践,对我国民航业管制做出绩效评价。
第四章“实证分析”:采用类型抽样的方法,参照柯布—道格拉斯生产函数构
建一个以民航业发展水平为因变量,以民航业基础建设投资、职工人数、价格水
平和运营商数量为自变量的生产函数模型。利用多元统计分析方法中的主成分分
析与回归分析找出影响民航业发展水平的主要因素。
第五章“结论与展望”:通过前几章节的定性和定量分析得出提高民航业水
平的措施。
笔者期望通过利用研究生期间所学习的企业管理数据分析方法对民航业的
政府管制问题作些分析和探讨,能够在前人研究的基础上做进一步的发展和推
进,进一步充实和完善已有的理论。

Abstract
According to the development of the worldwide civil aviation industry, some
developing countries have to reduce the regulation in the civil aviation industry
because of the impact of petition. The Chinese aviation industry, has
experienced its establishment in 1949, enterprise management in 1980, separation of
the airlines and the airport in 1987, and the second anization in 2002. Nowadays
we are faced with both domestic and petition.
This paper will adopt qualitative analysis, quantitative analysis, normative analysis,
and empirical analysis. This article will perform some qualitative analysis by recalling
the history and the management system of the Chinese civil aviation industry, briefly
introducing the situations of the current state-owned and private airlines, and
evaluating the regulation measures of the Chinese civil aviation. On the basis of the
above analysis of a number of factors affacting the development of China's civil
aviation industry, This article will choose the related data from 1990 to 2005 on civil
aviation industry as empirical dat
