伊宁市农用地集约利用评价研究
摘要
农用地是直接用于农业生产的土地,能否合理地开发利用农用地是一个关系到农业可
持续发展和国计民生的大问题,它不仅决定着的提高,
而且还影响着生活环境和生态平衡。目前,在经济快速发展的过程中,随着人口不断增
加和农用地数量日益减少,农用地资源紧缺已成为我国社会经济发展的制约因素之一。
因此,探讨怎样提高农用地集约利用水平必将成为土地利用问题中的研究重点。同时,
伊宁市农村经济发展缓慢,土地利用中存在突出问题,使得该区农用地集约利用研究更
具有现实意义。
本文具体分为六个部分:第一部分为绪论。主要介绍研究背景及意义,国内外研究动
态和研究内容、方法及技术路线;第二部分为农用地集约利用的内涵和农用地集约利用
相关理论依据。在相关理论和成功经验的指导下,简单指出了农用地的内涵和与农用地
相关的概念,此外还介绍了与农用地集约利用相关的五个理论;第三部分为伊宁市的概
况及农用地利用的现状分析。从自然环境、经济发展状况等方面简述研究区的概况,从
数量变化、质量和分布状况说明农用地利用现状。此外还找出农用地集约利用中存在的
一些问题;第四部分为农用地集约利用的影响因素分析。主要从自然、经济、社会和制
度等方面分析伊宁市农用地集约利用的影响因素;第五部分为伊宁市农用地集约利用评
价。根据指标选取的原则,从投入强度、利用程度、产出效果、持续状况等四个准则层
中选取 14 个指标构建伊宁市农用地集约利用评价指标体系并通过熵值法得出个评价指
标的权重;最后采用多指标综合评价模型,从宏观和中观的角度计算出伊宁市 2000~2008
年间的农用地和耕地的集约度,从而进行了结果分析和评价。第六部分为促进伊宁市农
用地集约利用的政策与建议。本章根据伊宁市农用地集约利用的评价结果分析,提出了
提高农用地集约利用水平的有效措施和政策建议。

Abstract
Agricultural land directly using for agricultural produce, weather it is reasonably exploited is also very
important problem that have respect to the sustainable development of agriculture, national economy and
the people's livelihood. It is not just to decide the development of national economy and raises people’s
living standard but also to effect living environment and ecological balance. Currently, with rapid raising of
population and decreasing of agricultural land, scarceness of agricultural land resources is has already
e one of the factor that restrict our country’s social and economic development. The securities of
foodstuffs also e the severely problem, but increasing agricultural land putout of each unit area is
