基于宅基地集约利用的流转问题探讨-以伊宁市为例

摘要
宅基地流转问题是宅基地集约利用中的一个关键问题。本文按照“什么是宅基地集
约利用和流转——为什么要进行宅基地集约利用和流转——集约利用和流转的现状如
何、原因在哪——怎样集约利用和流转——如何保障宅基地集约利用和流转”的总体思
路对宅基地集约利用中流转问题进行理论研究和实证分析。
通过对宅基地集约利用、宅基地流转内涵的分析,可发现宅基地集约利用是经济发
展中处理用地矛盾不可或缺的手段,宅基地流转有助于宅基地的集约利用,是宅基地集
约利用的有效途径之一。运用博弈模型分析政府和农户的行为选择关系后可知,政府的
最优选择是放开对宅基地流转的限制,农户则要通过比较流转前后的收益差来决定流转
行为。政府和农户行为同时受到经济发展水平、制度、交易费用和社会文化背景等因素
的影响。本文尝试构建以政府为主导和以市场为主导的宅基地流转模式,建立政府考核
评价机制、流转主体信用考评机制、宅基地流转价格机制和宅基地集约利用长效机制,
用以促进宅基地流转顺利进行。
在理论分析的基础上对伊宁市宅基地集约利用和流转情况做了实证研究,以达达木
图乡和巴彦岱镇作为样本地进行实地调查,分析得出目前伊宁市宅基地集约利用具有挖
掘潜力、宅基地流转供需矛盾突出、流转比例升高、流转方式单一和农户维权意识薄弱
等特点;针对实际情况讨论了伊宁市宅基地流转可采取的模式。最后为保障宅基地集约
利用和流转市场的建立,提出一系列的保障措施和对策建议。

基于宅基地集约利用的流转问题探讨——以伊宁市为例
Abstract
The trade of household is a key problem in intensive use of household. According to the
general idea of “what-why-how”,this paper analyzed the trade of intensive use of household
from the theoretical and empirical angles.
Through analyzing the definition of household’s trade and intensive use, it can be found
that it’s a important way to alleviate the antinomy in household use. The trade can help us to
use the household intensively. After using the Game model to analyze the relationship of
action selection between the Government and the Farmer, we can infer that the best suitable
choose for the government is setting the restriction of household trade free, and the farmer
pare the profit from trade and then make a decision whether trading the household.
The action selection of the government and the farmer impacted from development of
economy, social system and trade expenses. This paper try to set up two patterns for
household trade, in first pattern, the government is the head leader, and the household trade
market is the head leader in second pattern. In purpose of improve the trade essfully,
there are four mechanisms---
