论文提要
随着人口老龄化的发展,快速化、高龄化、少子化、空巢化、家庭结构小型化等
现象逐渐凸显,传统的家庭养老功能日趋弱化,机构养老也出现一些问题,居家养老
应运而生。与此同时,如何通过社会服务来满足老年人日益增长的生活、医疗、精神
等方面的需求也已经成为社会广泛关注的热点问题。
本文便是在这样的背景下,通过对北京市朝阳区空巢老人的调查数据研究入手,
从老年人首选的居家养老方式及居家养老服务的需求和提供出发,试图构建一种基于
家庭资源、社区资源、政府资源三方面互动基础上的居家养老服务体系,从服务体系、
服务对象、服务内容、服务组织四方位提供整体思路,并提出生活服务、健康服务、
精神服务三位一体的居家养老服务体系构建的具体实施措施。

Abstract
With the fast development of an aging population, aging population, declining birthrate,
empty nest-based, the miniaturization of the family structure have highlighted .The
traditional retirement function by the family became increasingly weakened, and the
retirement function by anization also had some problems. Home-based care for the
e into being . At the same time, how we meet the growing needs of the elders’ life,
health and mental aspects has e a hot issue which is the public concern.
Under such a background ,the text is based on a survey of empty nest, ChaoYang district,
studying the elderly being first-selected home-based care ,studying the needs and the
supply of the home-based care , and then constructing a service system of the home-based
care with the home-based resources, munity resources and the government
resources from the service system, clients, content anization. The text proposes the
implementation measure of the service system of the home-based care which conclude the
life-support services, the health service and the spiritual service.
