个人,从而保证大学生劳动者在市场经济条件下个人重要的经济权利—自主择业权,同时对现行的劳动管理体制进行改革,彻底解除劳动者的单位依附关系,变大学生的“单位使用权”为“社会使用权”,变“单位管理”为“社会管理”,使大学生人力资本由为“单位服务”转向为“社会服务”。另一方面,国有企业通过人力资本产权改革,使企业成为独立的自主用人主体,这有助于促进国有企业劳动就业制度创新。人力资本产权使得劳动力与企业形成一种平等的市场交易关系,企业可以根据劳动力供求状况、经营水平和发展趋势、工资支付能力等因素来决定自身的用工水平。[2]这样,就减少了劳动力对国有企业的依赖性,减轻国有企业沉重的社会负担,从而有利于国有企业建立现代企业制度,实现劳动就业制度创新。参考文献[1] 数据来源:.
