摘要

改革开放三十年来,集成电路设计产业的发展对我国传统产业的升级、信
息产业的发展以及信息化社会的建设起到了巨大的推动和促进作用。但是由于
我国集成电路设计产业整体上底子薄、起步晚、设计人才严重短缺等诸多因素
的影响,我国集成电路设计产业的发展也暴露出许多问题。如何有效实施集成
电路设计企业的战略管理,从而引导集成电路设计企业的良性发展己成为一个
有待解决的课题。
合肥 XX 微电子技术有限公司是一家专业从事集成电路设计、开发与销售的
高新技术企业。尽管合肥XX 微电子技术有限公司自成立以来,已经取得了一定
的成绩,但是合肥XX 微电子技术有限公司在发展过程中依然存在诸多问题,特
别是在战略规划方面存在明显不足,导致合肥 XX 微电子有限公司技术创新能力
不足,企业整体经营规模增长缓慢,严重影响企业又好又快地可持续发展。
本文简要地介绍了战略管理相关理论和国际、国内集成电路设计业发展状
况,分析了合肥 XX 微电子技术有限公司的发展现状,并用 SWOT 分析法对合肥
XX 微电子技术有限公司的发展环境做了进一步分析。结合合肥 XX 微电子技术
有限公司存在的实际问题,并就合肥 XX 微电子技术有限公司战略规划的发展目
标、战略选择、支撑体系、保障措施等提出建议,对合肥 XX 微电子技术有限公
司未来发展以及战略决策具有一定参考价值。

Abstract

The past 30 years of reform and opening, the development of IC design industry has
played a great role on promoting the process of the upgrading of the traditional industries,
the development of information industry, and building information society in. However, due
to some ing factors of China's IC design industry, such as a weak whole
foundation, a short growing period, a serious shortage of design talent, and many other
factors, the development of China's IC design industry also revealed many problems. It has
e an urgent issue to discuss how to implement the strategic management of IC design
enterprises effectively, and then guide a sound development cycle of those IC design
enterprises.
Hefei XX Microelectronics Technology Co., Ltd. is a high-pany Specialized
at design, development, and sales of IC product. Although Hefei XX has made a pretty well
achievements since its establishment, there still has many problems, particularly in the
serious lack of strategic planning, which result in its deficiency of technical innovation,
slow growth of their overall scale, and its sustainable developme
