河北省中小企业集群演进路径研究

摘要

中小企业集群在增强河北省地方产业竞争优势和拉动区域经济增长中发挥着重要的
作用,但这些自发成长起来的企业集群大量存在规模小、集群互动效应弱等问题,并逐渐
出现了集群内恶性竞争和集群衰退现象。一些集群落入路径依赖的陷阱,区域产业不能突
破已有的发展模式和发展道路。由于对特定经济社会环境下中小企业集群发生、发展、演
变特征等内在规律缺少足够的了解,很多地方政府都没能较好地解决企业集群内在动力的
培育与持续健康地发展问题。
论文探讨了河北省中小企业集群在诸多因素制约下的演进路径问题。研究综合运用分
工理论和自组织理论对集群演进进行了分析,尝试性地建立了中小企业集群演进路径分析
的一种理论框架,并在研究和对比国内外发达地区企业集群发展实践的基础上,概括性地
提出了河北省中小企业集群成长路径的基本特征和行动策略。
研究认为,中小企业集群演进是一个持续动态的过程,而这一过程本身将受到自组织、
政府作用和外部环境的作用;中小企业集群的演进路径是其成长机制作用过程的外在显
现,而成长路径选择则是对成长机制的作用方式做出相应约定。因此,为了促进和加快河
北省中小企业集群成长,需要积极致力于其成长机制的培育和优化。通过对日本、意大利
以及我国浙江、广东等地企业集群的发展实践进行分析比较,认为不同的历史条件和现实
环境,将决定不同地域中小企业集群的成长路径具有差异性。结合河北省集群发展的现实
背景,指出了中小企业集群的一系列成长路径,并提出了相应的实现途径。最后对容城服
装产业集群的演进做出了相应的实证性研究。

MEDIUM-SIZED ENTERPRISE CLUSTER IN HEBEI
PROVINCE

ABSTRACT

Small and medium-sized enterprise clusters play an important role in increasing the
pepitive advantageand promoting the economics growth in Hebei
,these clusters growing spontaneously have many problems,including of the
unadequate scale ,the low industerial level ,and the weak effect ,and they gradually present some
phenomenon,such as petition within the cluster,cluster clusters fall
into the trap of path regional industrial cann’t break through the initial
development model. Most local governments in Hebei province failed to solve
problems ,including of cultivating internal force, sustained and healthy development,because
they still know little about the mechanism of enterprise cluster growing.
The thesis discusses the issue on growing path of small and medium-sized enterprise cluster
in Hebei province. The research make use of the Division of Labour theory and anzation
