河北省中小企业集群演进的动力机制研究
摘要
近年来,以美国硅谷的高科技产业群和意大利的传统中小企业集群为带边的产业集群
发展模式凭借其出色的经济表现,引起了经济学家、管理学家和产业政策制订者们的广泛
关注,许多国家的地方政府已经开始将地方产业群战略作为其区域政策或产业组织政策的
重要内容。作为介于纯市场和层级组织之间的产业组织,中小企业集群在区域经济发展的
各个方面都表现了强大的生命力。
河北省中小企业集群发展速度较快,从很大程度上拉动了县域经济的发展。然而,河
北省中小企业集群发展起步较晚,且存在着规模不大、产业层次低等一系列问题。
本文从中小企业集群演进的发展阶段入手,在总结有关集群理论研究成果的基础上,
分析集群发展各个阶段的主导动力机制,所包含的动力因素,及其作用机理,构建中小企
业集群演进的动力机制模型,并对模型的应用价值以及不足做出说明。
本文在概述了河北省中小企业集群的发展情况的基础上,分析了河北省中小企业集群
的特征,并指出河北省中小企业集群存在的问题。随后,以清河羊绒为实证区,展开实证
分析。
本次研究的主要数据来自于问卷调查。通过对数据资料的分析,将问卷中的指标的平
均值排序,并将指标所属动力因素及动力机制的平均值进行排序,在对各个影响因素的作
用机制进行具体分析的基础上,将数据带入“企业集群演进动力作用机制模型”,算出每
个动力机制的贡献权重,根据贡献权重的大小,确定实证区的产业集群所处的发展阶段,
并根据所处阶段给出发展的对策。

Study on the Dynamic Mechanism of the Development
of the Small and Medium Enterprise Cluster
in Hebei Province
ABSTRACT
In recent years,excellent performance in economy of the high-tech enterprise in the Silieon
valley and of the traditional clusters in Italy has attraeted attention of scholars and Public Policy
makers. Some countries’s loeal governments have turned its foeus from industrial policy to
cluster poliey. As a anization in the range of the pure market and the hierarchical
organization, the cluster of small and medium enterprise shows the powerful vitality in the
development of district economy in each aspect.
The cluster of small and medium enterprises developed rapidly in Hebei Province, which
promoted the development of the county economy greatly. But, the cluster in Hebei Province
started later,and there are a series of problems existed,including that the scale is not too big,
industrial level is low.
Obtaining from the seedtime of the small and medium enterprise cluster, in the summary of
research results related to cluster, this research analysed the main dynamic mechanism
