中小企业集团资金管理体系研究: 以 Troptrans 集团为例
摘要
随着我国经济改革的深入和经济发展速度的加快,中小企业现已逐步发展
成为我国经济的一支重要力量。资金就如企业的血液,良好的资金管理是中小
企业生存和发展的基础,也是我国国民经济发展和完善的前提。
由于受到内外部环境、行业特点、企业发展规模变化、信息技术的发展、
金融环境及自身管理水平等影响,我国的中小企业通常会出现资金预算管理不
到位、资金周转速度较慢、资金成本偏高以及资金管理检查和监督不到位的情
况。本文通过对中小企业集团的研究,探讨中小企业集团通过资金管理信息化
为基础,提升资金预算管理水平,建立全方位资金预算及考核机制,同时加强
企业信用管理体系建设,改善存货管理水平,来提升资金周转速度。并提出了
适合中小企业集团资金集中管理的创新模式即建立收支二条线运行机制下的虚
拟现金池。为了确保资金管理在全方位预算基础上运行,建议中小企业集团应
建立必要的内部审计机制。
本文通过对资金管理理论和资金管理模式的研究,结合 Troptrans 集团资金
管理现状,对 Troptrans 集团资金管理系统、资金结算系统、资金风险控制等方
面存在的问题进行了分析。提出资金管理应建立全方向控制体系,资金结算系
统提出了建立虚拟现金池,实现收支两条线管理模式及建立资金管理风险控制
体系等方面措施。为中小型企业集团资金管理给出了较为契合实际的解决办法。
中小企业集团能否实现整体效应和协同效应与资金管理效率、资金管理方
法休戚相关,本文以 Troptrans 集团资金管理体系作为研究内容,希望能对中小
企业集团提升资金管理水平提供有益的帮助。

Research on Fund Management System of SMEs:
Illustrated by the Case of Troptrans

Abstract
With the deepening of China’s economic reforms and the accelerating of economic development,
small and medium enterprises (SMEs) have been gradually developed into an important force in our
economy. Fund, as the blood of the enterprises, is not only the basis for survival and development of
SMEs, but also the stand stone of the development and improvement for China’s national economic.
Due to the impacts of internal and external environment, industry characteristics, changes in the
development scale of business, evolution of the information technology, and the financial environment
with its management level, SMEs in China usually face many problems, such as deficiency of cash
budge management in place, slow turnover of cash flow, high cost of capital, inadequate of the
inspection and supervision of funds management, and so on. Based on the research of the SMEs of
