基于供应链的第三方物流信息流程再造研究

摘要
第三方物流有利于企业降低物流成本、提高服务水平,以及更好地专注核心
业务,因此在发达国家广受企业欢迎。我国第三方物流经过最近十几年的快速发
展,取得了显著的进步,但同发达仍然不高,客户对其服务
存在众多不满之处,例如信息不及时不准确、运作成本高、作业速度慢、作业差
错率高、不能满足需求波动、不能提供供应链整合、服务内容不全等。这些问题
很大程度都是由于第三方物流企业的物流信息服务能力低造成的。
因此,如何借鉴业务流程再造的管理理念,针对第三方物流信息困扰实施物
流信息流程再造,构建第三方物流同客户的高效物流信息流程,已经成为物流发
展需要面对的重要问题。
本文从我国第三方物流现状入手,分析其物流信息服务欠缺之处,指出第三
方物流信息流程弊端,然后提出了基于供应链的第三方物流信息流程再造,其主
要实施者为第三方物流企业;对基于供应链的物流信息流程再造进行了科学的界
定,并从跨组织特性和信息论特性以及拟解决问题和条件等方面进行深入分析;
根据前人的研究成果,构建了基于供应链的物流信息流程再造过程模型以解决实
施过程中的各环节问题,并将过程模型同前人研究成果进行对比,同时指出在实
施过程中需要进行必要的风险防范;以安得物流有限公司为例进行基于供应链的
物流信息流程再造关键过程的深入分析;最后提出了文章的不足以及研究展望。
本文的主要贡献在于:(1)充分考虑第三方物流信息困扰、跨组织业务流程
再造、信息流程再造三方面因素,进行三者的综合研究;(2)使用信息论对跨组
织的信息流程进行数学分析,推导出信息流程再造方案选优矩阵;(3)提出基于
供应链的物流信息流程再造过程模型 L-I-S-A 模型,为企业实施操作提供一定的
依据。

ABSTRACT
The Third Party Logistics (TPL) can lower the cost of operation, elevate the level
of service, and concentrate the enterprise resources on the core business. So TPL is
subjected to a business enterprise popular widely at developed country. The TPL
introduced into our country as an independent industry has been more than 10 years
and reached certain achievement, but the whole level be still not high. The customer
plain about their logistics service, for example, information not being on
time and nicety, the high cost, slow operation, the high mistake rate, no service to
satisfy fluctuated need and supply chain integration, the flaw of the services content.
All of these problems are caused by the low information ability of the TPL enterprise.
Therefore, the important issue of improving logistics is to draw lessons from the
management principle of business process reengineering, to implement the
information process reengineering aiming at the TPL’s information perplex, to set up
the effective information process between TPL and customers.
