科技企业孵化器服务创新研究

摘要
企业孵化器是一种介于市场和企业之间的新型社会经济组织,通过提供研发、
生产、经营场地、通讯网络与办公等硬件设施以及系统的培训、咨询、政策、融资、
法律、企业管理和市场推广等软件服务,达到降低新创企业的创业风险和成本、提
高企业成活率和成功率的目的。它在促进地区经济发展、调整产业结构、发展高新
技术产业、增加就业、保证社会稳定等方面发挥了重要作用。如果说硬件设施是企
业孵化器创建的基础,那么软件服务就是企业孵化器发展的核心,因此,如何对企
业孵化器提供的服务功能和内容进行创新已经成为理论界热议的焦点。
论文以科技企业孵化器的服务创新为研究对象。首先,系统而全面地梳理了服
务创新理论和科技企业孵化器的发展历程,分析了作为科技企业孵化相关经济主体
的政府机构、科技企业孵化器、在孵企业及潜在孵化企业的演变历程;其次,通过
统计资料和问卷调查,运用李克特量表和因子分析法,定量分析了我国科技企业孵
化器的服务供给和在孵企业的服务需求。然后,列举了美、法、德三国科技企业孵
化器的属性、功能和核心服务,通过和国内孵化器对比,吸取国外先进的经验,找
出我国孵化器的缺陷。最后,根据分析结果,从在孵企业的培训、资金支持、咨询
与信息网络系统的建立和管理模式这四个微观方面对科技企业孵化器的服务内容
进行创新,并结合二次创新,从宏观方面提出了孵化器新的发展模式;同时,以案
例的形式分析了武汉东湖新技术创业中心在二十年的发展历程中作出的创新和最
终成果,阐述了服务创新和模式改革的重要性。这不仅为提供相应的对策措施提供
依据,更加为今后提供更有效的服务创新、促进科技企业孵化器的建设和发展奠定
基础。

ABSTRACT
Technology Business Incubators are new-type social anizations
between firms and marketing which supply premises for research and development and
production, hardware capacities work and hand office business,
and software maintains for training, consulting, policies, financing, laws, business
administration and marketing promotion in order to risk avoidance and cost of new
ventures and promote survival rate and ess rate of the business. Besides, it plays a
very important part in boosting local economic development, adjusting the industrial
structure, developing Hi-tech industries, creating jobs, ensuring the stability of society
and so on. If the hardware capacities are the basis of technology incubators’
establishment, the software maintains are the cores of their development. So how to
innovate the functions and contents of services provided by incubators is the focus of the
theory horizon.
