摘要
国有企业改革一直是近年来的热点话题,同时也是我国经济体制转型中的难点问题,因为其牵涉到企业用工制度、薪酬制度、组织结构以及政企关系等众多方面。国有企业改革是否成功事关我国经济体制转型的关键,因而国有企业改革也一直是学术界研究的焦点问题。鉴于国有企业改革的复杂性,本文仅从薪酬制度着手,通过对国企薪酬制度历史沿革的探究,以及现代企业薪酬制度对比研究中发现我国国企在薪酬制度方面存在薪酬与绩效脱节、工资与市场价位脱节以及分配方式单一等众多问题。本文从传统计划经济体制、企业管理层意识以及经营者行为短期化等角度分析了其中原因,并发现我国国有企业薪酬制度改革存在路径依赖、国企特殊社会责任以及信息不对称等难点。在了解了国有企业薪酬制度的历史和现状,并明确了改革中的难点所在后,本文提出了完善我国国有企业薪酬制度的相关举措。

The Status and Strategy study of
State-owned enterprises’ pay system
Abstract
State-owned enterprise reform has been a hot topic in recent years, but also a difficult problem in economic system transition of China, because of its employment system, pay system, organizational structure, government-enterprise relations and so on. The ess of state-owned enterprise reform is related to the transformation of economic system in China, and thus the state-owned enterprise reform has also been the focus of academic research. Given plexity of state-owned enterprise reform, this article started from the pay system, and explored the history of State-owned enterprises’ pay system. Through parison of the modern enterprise pay system, this article found that pay system of State-owned enterprises exist many problems, for example: Pay and performance out of touch, wages out of line with the market price and single distribution. Then, this article analyzed of the reasons from the perspective of the traditional planned economic system, the awareness of corporate management and the short-term behavior of the operators. In addition, the reform of pay system of State-owned enterprises have faced many difficulties, as path dependence, special social responsibility to state-owned enterprises, asymmetric information and so on. Finally, this article proposed the direction of reform and response measures.
