现阶段我国承接服务业国际转移发展研究

摘要
自上世纪六、七十年代开始,西方发达国家向新兴工业化国家进行的国际
产业转移大量涌现,在近年的发展中,国际产业转移的趋势和特点也不断变
化。近年来,服务业的国际转移则成为了国际产业转移的主导。年代初,服
务业的外商直接投资就己超过了第一、二产业之和。有报告显示,近几年来,
全球外国直接投资流入量有所下滑,但服务业外国直接投资却一直处于上升趋
势,由此可见,服务业已经成为外国直接投资最为青睐的领域,服务业的国际
转移已经进入了一个高峰期。在这样的背景下,为了进一步融入全球经济,对
服务业国际转移承接的研究及实践就显得尤为重要。
本文从界定国际产业转移的概念入手首先阐述了国际产业转移的实质、原因
及其趋势。随后从外商直接投资、服务外包、跨国公司业务离岸和非股权形式
安排,四个方面入手分析了现阶段我国承接服务业国际转移的现状,并以我国
省市承接服务业转移的实际情况作为实例。随后在分析现状的基础上提出了现
阶段我国承接服务业国际转移所存在的问题,在此基础上文章最后提出了我国
迎接国际产业转移的对策。

Abstract
Since the 1960s and 1970s,a large number of iniemational industrial transfer has emerged
from Westen developed countrles to the newly industriaiized eountries,and in the past 20 years,
its trends and characteristics are also ,with the Rapid development of the
international industrial transfer as well as economic globalization and redueed trade barriers,the
international transfer of service industry has taken the lead In whole intematlonal industrial
,last century,foreign direct investmen t of service industry had surpassed the
first and the second industries,reaehing ,the data was over 60
indicate that in recent years,global FDI inflows is falling somewhat,but on the contrary,foreign
direct investment of service industry is in an upward can see that foreign direct investment
of service industry has e the most popular area,and fastigium of the international transfer of
service industry has such a background,in order to further integrate into the global
economy,it is very important to study the transfer of service praticularly important.
From the definition of the concept of international industrial transfer first expounds the essence
of international industrial transfer, reason and its trend. Then from foreign direct investment
